Description of the mission

Position Overview

The post holder will be responsible for implementing projects under the Livelihood Education Program in the targeted provinces such as Lao Cai and Phu Tho, with focus on vocational training, career orientation, skills development, and youth employment support. The role includes coordinating with local partners, vocational training institutions, employers, and other team members to ensure the effective delivery of high-quality training programs, enhanced employability for youth—especially girls and ethnic minority youth—and the achievement of all project outcomes related to labor market access and sustainable livelihood opportunities.

Profile

Selection Criteria

Qualification

BA Degree in Social sciences such as gender studies, community development, international development, sociology, social work, economics, inclusive business, agricultural economics, business administration, or related study.

Experience

At least 5 years of experience in a similar position (Project Officer), preferably in youth development, livelihood, or skills development projects.
Experience in development projects, preferably within international development organizations, with demonstrated expertise in:
Vocational education and training (TVET), career orientation, and skills development for youth
Youth employment, job matching, labor market linkage, and employability support
Livelihood development
Inclusive business and market-based approaches
Experience working with vocational training institutions, employment service centers, private sector employers, or labor market stakeholders is a strong advantage.
Experience working for projects funded by international donors such as the European Union, the French Development Agency (AFD) in Vietnam, etc., is preferred.
