Responsibilities: In Vietnam, Allotrope leads multiple workstreams to advance clean energy and decarbonization action. Allotrope is seeking a Senior Decarbonization Advisor to support the firm’s work with a major city and key local partners to develop and implement a provincial-level decarbonization plan to advance sustainable economic growth and attract international investment. This includes work with industrial park owner-operators, government and utility representatives, and other local stakeholders to analyze greenhouse gas (GHG) emissions, identify target sectors and pilot projects, and build a provincial low carbon development roadmap. The Senior Decarbonization Advisor will have the following key responsibilities:

Strategic Leadership and Relationship Management:

  • Serve as a key point of contact and relationship manager for local stakeholders, including government officials, business leaders, and community representatives.
  • Provide strategic guidance and project management to the Allotrope implementation team, ensuring alignment with project goals, timelines, and the overall strategic vision for provincial decarbonization.
  • Represent Allotrope at high-level meetings, workshops, and public events, effectively communicating project objectives and progress.
  • Build and maintain strong, trust-based relationships with key stakeholders to facilitate collaboration and ensure smooth project implementation.
  • Identify and cultivate emissions reduction pilot project opportunities for Allotrope and aligned partners to advance over time.

Technical Expertise and Guidance:

  • Provide expert technical advice and insights on decarbonization strategies, green finance, climate change mitigation, and related policy frameworks.
  • Lead city-level GHG inventory data analysis, sectoral analyses, and the development of emission reduction roadmaps, action plans, and project deliverables.
  • Lead data collection, synthesis, and validation, building upon the city’s available GHG inventory data.
  • Synthesize findings into a GHG inventory analysis report with an assessment of emission hotspots and best practices for low carbon industrial park development.
  • Offer guidance on the identification, selection, and implementation of green projects, including renewable energy, energy efficiency, sustainable land use, and carbon credit opportunities.
  • Synthesize international best practices and effective business models for emissions reduction and provide advice on integration into the city’s local context.
  • Lead development of a sectoral and policy analysis report to shape future action.
  • Develop written documents in English and Vietnamese. Coordinate internal and external review and comment processes.
  • Ensure the technical quality and rigor of all deliverables.

Project Management and Support:

  • Develop an internal methodology and project management strategy to be adopted for the execution of the city decarbonization project.
  • Provide strategic and technical insights to Allotrope staff and aligned partners throughout the project lifecycle.
  • Work closely with the Allotrope team and aligned partners to ensure effective planning, execution, and monitoring of project activities.
  • Facilitate communication and collaboration between Allotrope and stakeholders in the city.
  • Support training workshops and stakeholder engagement activities.
Profile

Requirements:

  • Advanced degree (Master's or Ph.D. preferred) in urban sustainability, environmental science, climate change, public policy, engineering, or a related field.
  • Minimum of 15 years of relevant professional experience in climate change mitigation, decarbonization, sustainable development, or a related area, with a significant portion of that experience in Vietnam.
  • Demonstrated expertise in GHG inventories, carbon reduction strategies, green finance, and/or climate resilience.
  • Deep understanding of Vietnam's climate change policies, regulations, and commitments, particularly in relation to net-zero emissions and industrial decarbonization.
  • Proven experience working with government agencies, businesses, and other relevant stakeholders in Vietnam.
  • Strong strategic thinking, problem-solving, and analytical skills.
  • Excellent communication, interpersonal, and relationship-building skills.
  • Fluency in English and Vietnamese, including strong English-language speaking and writing skills.
  • Ability to work effectively both independently and as part of a team.
