Key Responsibilities
Project Management & Operational Oversight
• Lead the development of infrastructure projects, including the construction of hatchery and nursery facilities, ensuring operational readiness.
• Provide day-to-day leadership of operations, overseeing resource allocation, work planning, and compliance with environmental and quality standards.
• Ensure effective recruitment, onboarding, and capacity building of local managers and field teams by mentoring key staff and promoting internal career growth.
• Drive the implementation and continuous improvement of standard operating procedures to ensure operational efficiency and consistency.
• Promote a cohesive, high-performance culture aligned with the organization’s values across all projects.
• Identify and mitigate operational, financial, environmental, and reputational risks across all project components.
• Ensure all project activities comply with national laws, international standards, and internal governance policies.
Financial Management & Budgeting
• Supervise the deployment of capital investments, overseeing annual budget planning and financial forecasting, and ensuring cost control and compliance with approved budgets.
• Ensure transparency and accountability in procurement, asset management, and equipment maintenance.
Commercial Strategy & Business Development
• Identify and secure legal agreements with participating farmers, and coastal communities, ensuring mutual profitability and risk mitigation.
• Lead the development of commercial strategies for the marketing and sale of sea cucumber and crab products.
Monitoring, Evaluation & Reporting
• Promote transparency and data-driven decision-making to support continuous improvement via a structured information system.
• Monitor, evaluate, and optimize the environmental, socio-economic, and financial performance of project operations.
• Ensure regular reporting to internal stakeholders and external partners, including impact metrics and key performance indicators.
Community Engagement & Institutional Partnerships
• Lead engagement with local farming communities, fishpond owners, and cooperatives to expand participation and impact at the provincial level.
• Support Blue alliance’s Livelihood Development Team in managing aquaculture community programs that are sustainable and inclusive.
• Represent the organization and strengthen institutional partnerships that enhance project legitimacy, resource mobilization, and long-term sustainability
Skills and Qualifications
• Education: Bachelor’s or Postgraduate degree in Aquaculture, Marine Sciences, or a related field, with Business qualifications highly recommended.
• Experience: Minimum of ten years of experience in the operational management of aquaculture and/or food industry projects in Southeast Asia, with responsibilities in team leadership, daily operations, sales development, and cost control.
• Language: Fluency in English is required; proficiency in Tagalog is an advantage.
• Project Management: Demonstrated ability to manage complex, multi-stakeholder projects with large budgets and logistical coordination.
• Stakeholder Engagement: Proven experience in collaboration and negotiation with government bodies, local communities, and private sector partners.
• Hands-On & Mission-Aligned: Strong dedication to marine conservation and enhancing community livelihoods through sustainable aquaculture. Combines autonomy, teamwork, and field work.
• Leadership & Conflict Resolution: Solid leadership capabilities, with experience and training in managing team dynamics and resolving conflicts.
• Digital Literacy: Proficient in Microsoft Office Suite and database management tool
