Position Title: Communications Officer

Reports to: Executive Director and program coordinator

Location: Remote

Type: Part-time ( 2-3 days a week)

Duration: One year (with the possibility of extension)

Background

The Asia Pacific Network of Refugees (APNOR) is a refugee-led, not-for-profit organization that works to amplify the voices of refugees, promote meaningful participation, and foster collaboration across the region. With a focus on advocacy, policy influence, and capacity-building, APNOR ensures refugee-led solutions are at the center of global and regional efforts. The organization is now seeking a highly innovative and strategic Communications Officer to join our team to drive transformative storytelling, influence public discourse, and position APNOR as a leader in refugee advocacy and meaningful participation.

Purpose of the Role

The Communications Officer will play a pivotal role in shaping and implementing APNOR’s communications strategy. This individual will ensure that APNOR’s message is influential, innovative, and aligned with our mission. They will engage multiple stakeholders – from refugee-led organizations (RLOs) to donors and policymakers – while leveraging digital tools and media platforms to elevate the stories and achievements of refugee communities across the Asia-Pacific region.

Key Responsibilities

Strategic Communication and Branding

  • Develop and implement a comprehensive communication strategy aligned with APNOR’s strategic goals and vision.
  • Build APNOR’s brand identity across various platforms and ensure a unified voice across all content.
  • Promote the organization’s refugee-centered model, positioning APNOR as a thought leader in the migration and advocacy space.

Content Creation and Storytelling

  • Identify and document impact stories from refugee communities, programs, and RLOs to create powerful narratives for advocacy.
  • Create and manage multimedia content (social media posts, blogs, newsletters, podcasts, infographics, etc.).
  • Collaborate with RLOs and APNOR teams to amplify refugees’ voices through co-created content.

Media Engagement and Influence

  • Build and maintain relationships with journalists, media outlets, and thought leaders in the migration sector.
  • Secure media coverage of APNOR’s events, campaigns, and initiatives in prominent outlets.
  • Draft and distribute press releases, op-eds, and policy briefs to influence public discourse.

Digital Engagement and Innovation

  • Manage APNOR’s social media platforms (Twitter, LinkedIn, Facebook, Instagram) to grow an engaged audience.
  • Lead creative campaigns that raise awareness on critical refugee issues (e.g., climate displacement, education access).
  • Experiment with innovative communication tools (e.g., digital storytelling, video campaigns, interactive reports).

Internal and External Communications

  • Coordinate APNOR’s internal communications, including newsletters, meeting updates, and staff briefings.
  • Ensure timely communication with partners, funders, and external stakeholders.
  • Develop toolkits and resources to support RLOs in improving their communications capabilities.

Monitoring and Reporting

  • Track and analyze the impact of communications efforts through metrics and data-driven insights.
  • Provide regular reports on communications activities and propose improvements based on emerging trends.

  • Increased media visibility and public awareness of APNOR’s work and campaigns.
  • A strong social media presence with enhanced engagement from refugees, partners, and stakeholders.
  • Impact stories and reports that showcase APNOR’s influence in refugee leadership and advocacy.
Profile

Skills and Competencies

  • Strategic thinker with the ability to align communications efforts with organizational goals.
  • Proven expertise in storytelling and content creation across various formats (written, video, digital).
  • Exceptional written and verbal communication skills, with a flair for compelling storytelling.
  • Strong knowledge of social media management tools (e.g., Hootsuite, Buffer) and analytics.
  • Ability to work in collaborative settings with diverse teams, including refugees and grassroots leaders.
  • Media relations experience, with existing connections in relevant media outlets (preferred).
  • Creative mindset with the ability to experiment with innovative communication strategies.

Qualifications and Experience

  • Bachelor’s degree in Communications, Journalism, Public Relations, International Relations, or related field (or equivalent experience).
  • Located in Asia Pacific Region
  • 3+ years of experience in communications, media, or advocacy roles, preferably within the not-for-profit sector.
  • Demonstrated experience working with migrant and refugee communities
  • Strong commitment to APNOR’s values and the principles of meaningful refugee participation.
