DESCRIPTION

The main mission of the Operations and Partnership Manager (OPM) is to provide an efficient management in the implementation of all projects in the Country with the implementing project partners as well as contributing to develop the portfolio of projects and supervise the drafting and reporting to the donors. S/he supervises the Project Officers, as well as the Projects Support Staff who works closely with the Project Partners’ implementing staff and monitors the activity implementation. The OPM ensures that the POs and the PSS work plans are efficiently coordinated with the implementing partners’ project work plan. Together with the POs, they form as a Program Implementation Unit (PIU) of the Country Office. The OPM is likewise responsible in fostering a healthy relationship with the implementing project partners and provide relevant capacity building to improve the Project Management and Organizational Development of project implementing partners.

Internally, the OPM works functionally with the Program Development and Quality Unit composed of the Technical Advisors for Child Protection and Gender, and the Monitoring and Evaluation and Learning Coordinator, in ensuring the implementation of project activities follow a quality standard and that the PIU and the PDQ units are well coordinated in the provision of technical and operational support to the Project Partners in terms of project planning and designing, implementation, monitoring and evaluation.

Led by the Country Representative, the PPM is also a member of the Country Management Team, together with the Technical Advisors, and the Senior Admin and Finance Officer. The CMT meets regularly on a monthly basis to discuss management issues in line with Country Strategic Direction and Project and Partnership.

RESPONSIBILITIES

In line with Asmae’s values and under the supervision and overall guidance of the Country Director, the Operations & Partnership Manager will be responsible for the following:

1.1. Projects Operation:

  • Provide timely, efficient and well-coordinated management supervision, including regular project visits, for the implementation of the projects being handled by the Project Officers making sure that the program standards and procedures for project implementation are applied and followed in the activity implementation
  • Build the capacity of the Project Officers in project implementation such as organizing day to day workload, planning for activity design to ensure outputs and budgets are well managed in the activity implementation, and working with project partners’ staff
  • Set up a mechanism for regular coordination meeting with Technical Advisors and MELC, to ensure that Project Officers receive technical guidance in the quality implementation of project activities
  • Conduct quarter review/analysis of budget versus actual spending with Senior Admin and Finance Officer, as well as the Technical Advisors and MELC and come up with adjustment plan if needed
  • Organize and lead multi-stakeholders’ field steering committee meeting between and among project implementing partners, government agencies and Asmae
  • Develop and conduct a capacity building plan for Project Management and Organizational Development with and for the partners and the Technical Team based on capacity needs analysis
  • Collaborate with the Country Management Team in ensuring the monitoring and evaluation of Asmae’s intervention strategy in-country.
  • Oversee in the finalization of all project reports in collaboration with the project teams
  • Provide project management inputs during the Field Steering Committee that will be organized with the Project Officer
  • Collaborate with HO Project Officers in the conduct of HO Project Steering Committee and lead in the reporting of project progress

1.2. Project Partnership

· Identify, initiate, and ensure the monitoring of relationships within the partnership (research, initiation, developing contracts, closure) and of projects implemented by local partners;

· Manages needs analysis of partners, organizes regular monitoring field visits, ensures a support and advice programme, develop and execute a capacity building plan for the partners

· Together with the Country Management Team members, lead in designing viable and sustainable project implementation partnership models or approaches in the country or for specific locality or context.

· Lead in the execution of contextualized and sustainable project implementation partnership model such as partnership mapping, assessment

· Develop and execute a platform for regular Annual Partnership gathering to promote cross-learning and community of practice among project partners
