Points of Evaluation / Scope of Work
The evaluation would focus on relevant topics such as:
- Review of Project Documentation
- Conduct a review of project plans, reports, monitoring data, and other relevant materials to understand the scope and progress of the project, e.g. the successes achieved in the Milestones defined in the Grant Agreement under 1.3.
- Conduct Stakeholder Consultations & Understand Environment / External Factors
- Engage with key stakeholders, including project beneficiaries (children and families), project staff, partners, and other relevant parties, to collect both qualitative and quantitative data.
- The influx of Burmese migrants as a result of the ongoing civil war in Myanmar is an example of an unexpected impact on BDF’s activities and the project. Include the effects of such factors on the project.
- Evaluate Project Outcomes
- Assess the project’s relevance in addressing the needs of vulnerable children and families, evaluate the effectiveness of project activities and outputs in achieving intended outcomes, analyze the efficiency of resource utilization throughout the project. Identify the impact of the nursery and other interventions on children and their families. Providing recommendations on how BDF’s approach of “Education for All” can improve.
- Provide Strategic Recommendations
- Offer actionable insights to help Baan Dek Foundation (BDF) enhance its programmatic response to early childhood development and education access. Focus recommendations on scalability and alignment with systemic change goals. Provide recommendations aligned with Julius Baer Foundation strategy, highlighting synergies with Baan Dek Foundation activities.
- Final Evaluation Report
- Prepare and deliver a comprehensive report summarizing the evaluation findings, conclusions, and strategic recommendations of maximum 20 pages. A question evaluation framework will be shared with the evaluator to guide the content of the report and will be discussed at the evaluation inception meeting.
- Prepare and deliver a PPT file of about 10 slides summarizing key findings and recommendations. Provide all supporting materials, such as raw data, transcripts, and analytical files, as part of the final deliverable.
