1. JOB PURPOSE

The Director of Program is a senior member of the BED Management Committee and provides overall leadership for the TVET and Run Ta Ek (RTE) Program and the General Education Program.

The portfolio includes TVET in agroecology, pastry, and food processing; RTE livelihood and eco-tourism initiatives; Montessori Pre-school; student follow-up from primary school through university; the Canteen and Nutrition Program; and the planned Primary Learning Platform (PLP) pilot.

The role ensures that both programs are strategically aligned, well managed, financially sound, compliant with relevant requirements, and able to deliver measurable results for children, youth, and communities.

Profile

3. REQUIREMENTS AND QUALIFICATIONS

Education: Master’s degree in Education, Public Policy, International Development, Pedagogy, Social Work, Development Studies, or a related field.

Experience and Program Leadership: Minimum of eight years of progressively responsible experience in program or educational leadership, including management of a diverse portfolio covering education, TVET, livelihoods, or community development. Significant experience in Cambodia and government liaison is required.

Regulatory and Technical Knowledge: Strong understanding of MLVT, MoEYS, and MoAFF requirements; the National TVET Policy and Cambodian Qualification

Education and Social Sector Knowledge: Familiarity with Montessori education, student retention and follow-up systems, nutrition programs, child safeguarding, inclusion, social-work approaches, and community-based development.

Financial Management: Strong experience in multi-program budgeting, financial monitoring, cost control, and resource planning.

Stakeholder Engagement: Strong understanding of village and school-community dynamics, with the ability to work effectively with government, schools, communities, private-sector partners, donors, and NGOs.

Communication: Professional fluency in Khmer and English is mandatory, with excellent negotiation, facilitation, report-writing, presentation, and public-speaking skills.

Leadership and Values: A strategic, compassionate, and solution-oriented leader who can navigate complex environments, empower teams, and demonstrate a strong commitment to social justice, children’s rights, gender equality, and inclusive development.
