Position Purpose
The Technical Development Manager leads the end-to-end technical development of solar photovoltaic (PV) embedded generation (EG) projects designed to supply power directly to electric cooperatives (ECs) and other distribution utilities (DUs) under Power Supply Agreements (PSAs). The role is responsible for translating commercial and site opportunities into technically bankable, grid-compliant projects — covering feasibility assessment, interconnection studies, engineering design oversight, EPC coordination, and regulatory technical compliance — while ensuring alignment with the Distribution Code, Grid Code, and the Department of Energy (DOE) / Energy Regulatory Commission (ERC) embedded generation framework. The position acts as the primary technical counterpart to electric cooperative or electric distribution utility engineering departments and NGCP throughout project development, construction, and commissioning.
The Manager has overall interconnection outcomes — commercial-technical translation, stakeholder leadership, and final sign-off on System Impact Study (SIS), Facility Study, Distribution Impact Studies, and protection coordination submissions — while the Network Engineer executes the underlying technical studies. The role also owns energy-yield modeling (PVsyst, P50/P75) for each project, a recurring requirement of prospective lenders and investors, and is expected to extend the same technical and commercial rigor to solar-plus-storage (battery energy storage system, BESS) projects and hybrid interconnection, consistent with Berde’s growing storage pipeline.
Key Responsibilities
• Lead technical feasibility studies (solar resource assessment, land/site suitability, preliminary single-line diagrams) for prospective embedded generation projects with partner electric cooperatives or electric distribution utilities.
• Own energy-yield modeling (PVsyst, P50/P75) for each project, ensuring outputs are investor/lender-grade and feed directly into the project financial model.
• Manage the end-to-end interconnection process with electric cooperatives, electric distribution utilities and NGCP, owning overall outcomes, commercial-technical translation, and stakeholder relationships for System Impact Studies (SIS), Facility Study, and Distribution Impact Studies executed by the Network Engineer, required for embedded generation facilities.
• Align solar, solar plus BESS interconnection, metering, and operations with WESM rules and standards
• Oversee engineering design (civil, structural, electrical, and protection) prepared by EPC contractors and consultants, ensuring compliance with the Philippine Distribution Code, Grid Code, PEC, and IEC/IEEE applicable standards.
• Serve as the primary technical liaison with electric cooperative/electric distribution utilities engineering teams, NGCP, DOE, and ERC on all embedded generation technical matters, including Certificate of Compliance (CoC) and Connection Agreement requirements.
• Extend technical development leadership to solar-plus-storage (BESS) projects, microgrid projects, including hybrid interconnection studies and BESS grid-code compliance, in line with Berde’s expanding storage pipeline and provide value engineering as needed.
• Provide technical inputs and risk assessments to support PSA contract negotiations, including capacity, availability guarantees, curtailment provisions, and metering/settlement arrangements.
• Collaborate with internal teams such as Finance, Investment and Compliance to ensure project attains investment standards and to ensure that technical designs (SLDs, site layouts) are optimized for land-use constraints and environmental permitting requirements (ECC/CNC) and other regulatory requirements
• Manage EPC contractor selection, technical bid evaluation, contract technical exhibits, and construction-phase technical oversight through to Commercial Operations Date (COD).
• Coordinate technical due diligence for project financing (lender’s technical advisor requirements, bankability studies), consistent with Berde’s long-term asset-ownership (BOOT) model, where applicable.
• Monitor project performance post-COD (capacity factor, availability, curtailment) against PSA guarantees and recommend corrective/optimization actions.
• Ensure Health, Safety, Security and Environment (HSSE) standards are applied throughout site development, construction, and commissioning activities.
• Prepare project development technical status reports, budget/CAPEX variance analysis, and project risk registers for senior management and partner electric cooperatives.
• Build and mentor a technical development team, including directing the Network Engineer’s execution of interconnection and protection coordination studies, and managing relationships with external consultants, engineering firms, and equipment suppliers.
