Summary Job Description

The Technical Office oversees Blue Ventures’ programme pillars, namely Secure Rights, Community-Based Fisheries Management, Food Security, and Financial Inclusion, with Community Data at its heart. We support the use of data for decision-making, providing tools, training, and guidance to partners and Blue Ventures’ staff around the world. This team integrates expertise and experience with practicality and a desire to enable others to deliver lasting change by distilling global best practices and knowledge into usable tools, appropriate training, and responsive guidance and support. The team is also responsible for delivering online, in-person peer learning exchanges and knowledge-sharing events across the organisation, in addition to overseeing technical publications.

We are currently recruiting a Fisheries Management Officer to support our efforts in assisting local partner organisations in the Philippines. The role will entail providing technical assistance to partner organisations involved in community-based fisheries management and sharing technical and marine resource management experiences.

Reporting to the Data for Decision-Making Manager (Asia-Pacific), this is a full-time role based in Negros Oriental, with regular travel to work closely with colleagues, partners, field teams, and communities.

Responsibilities

Facilitating Training Sessions

- Understanding Data: deliver training to partner organisations and communities to understand various data for decision making in fisheries management, such as fisheries data, socio-economic data, and ecological data.

- Community Feedback Session: deliver training to partner organisations and communities in facilitating community meetings to discuss and use data for fisheries management.

- Fisheries Management Plan: deliver training to partner organisations to work with the community in developing a fisheries management plan which includes, but is not limited to, fisheries objectives, fisheries status, fisheries regulations, community-based surveillance mechanisms, and fisheries management group roles and responsibilities.

- Support technical learning exchanges for Blue Ventures staff, partner organisations, and communities.

Developing Training Tools and Guidance

- Training and facilitation plan: develop a training plan and/or facilitation plan to train partner organisations and the community in various sessions, both online and in-person.

- Training tools and guidance: develop, gather, and incorporate feedback from partner organisations and communities to continuously improve training tools and guidance.

- Evaluate and document key learning, best practices, and broader contextual learning around community-based fisheries management experiences.

Supporting Blue Ventures’ Colleagues

- Support the Partner Network Team in reviewing technical aspects of partner organisations’ work plans and reports.

- Coordinate with the Partner Network Team to support partnership activities, including partners exchange, communication, and outreach, as required.

Profile

Skills and Experience

Required

- Bachelor degree in the relevant subject (community development, environmental, fisheries, or conservation science) or at least two years practical experience in field-based fisheries management and marine conservation.

- Excellent communication skills, with the ability to deliver clear and effective presentations to diverse audiences.

- Experience in developing training/facilitation plans and training materials on topics around small-scale fisheries management.

- Experience in facilitating community meetings to discuss conservation and fisheries management issues.

- Experience in training and mentoring on various data analysis and interpretation for fisheries management and conservation.

- Excellent knowledge of MS Office, Google Workspace, and online meeting tools.

- Fluent in Cebuano (spoken and written) and proficient in English; ability to communicate effectively with local communities and stakeholders.
