➔ Description of the mission

Position Summary:

The Senior Program Coordinator is a core program staff and will play a crucial role in the organization by leading program quality and multi-project delivery across Raks Thai’s environment & climate change adaptation, women’s economic justice, youth leadership, and disaster relief portfolio. In this role, you will work closely with the Program Director to ensure the smooth execution of projects and the continuous improvement of program methodology, as well as developing new proposals, donor relations, and networking. With support from technical program officers in Bangkok, you will manage field managers to deliver results, reset and strengthen MEAL systems, and enable high-quality project data management and learning across the portfolio.

Key Responsibilities:

1. Program Delivery and Team Management – 40%

  • Oversee quality delivery and reporting of project results throughout the project’s life cycle.
  • Supervise and coach Field Project Managers, Program Officers, and Technical Officers; set clear workplans, targets, and quality standards; facilitate cross-project problem-solving.
  • Ensure on-time, on-budget implementation and donor compliance (workplans, procurement inputs, BvA reviews, risk management).
  • Liaise with donors, and joining donor meetings as required.
  • Work with partners that are local organizations, government agencies, private sector, international organizations, community organizations to improve effectiveness and advance program direction.
  • Manage preparation of technical report, stories, documentation that support program scaling up, advocacy and/or are used in training/capacity building.

2. Proposal Development – 20%

  • Research trends and identify funding opportunities from foundations, government agencies, and other donors.
  • Lead the development and writing of high-quality grant proposals, including budget preparation, in collaboration with program and finance teams for projects under all impact areas.
  • Coordinate and compile necessary documents, data, and information to support proposal submissions.
  • Ensure all proposals align with the organization’s strategic goals and donor requirements, including partner assessments.

3. Monitoring, Evaluation, and Learning (MEL) – 30%

a) Program Impact Measurement

a) Ensure technically sound and high-quality long-term program impact measurement from design, implementation, analysis & reporting.

b) Coordinate with Project Managers, partners and consultants for qualitative and quantitative data collection for the impact measurement research.

c) Plan and manage appropriate dissemination of the findings and lessons learned to program partners, networks, collective action groups, and other key stakeholders.

b) Program Quality and Performance Monitoring

  • Work with the Program Director to ensure organizational performance tracking system is put in place and analysis of performance is made available periodically on key program and impact indicators to CARE International MEL team, the board, senior management, and program teams for decision making.
  • Analyze current program processes and identify areas for improvement to increase efficiency and effectiveness.
  • Provide technical support to design and implement monitoring systems that facilitate effective project management. This includes ensuring that studies and evaluation are in line with Raks Thai’s evaluation policy, principles, feedback and safeguarding mechanisms.

c) Capacity Strengthening in MEL and Knowledge Management

  • Work with Program Director to put in place a strategy for strengthening staff capacities for MEL and KM. Develop and lead implementation of standardized processes and best practices across program teams to promote innovative ways of learning and knowledge building and familiarise staff with Knowledge Management, Impact monitoring and learning strategy, including:
  • Keep staff updated on the progress of CARE’s Knowledge Management, Impact Monitoring and Learning Strategy
  • Institutionalize learning spaces/ events in each office/ location like webinar, discussion groups
  • Work with IT team to create cost effective learning platforms to facilitate learning and knowledge sharing
  • Join/contribute to regular team meetings and workshops to discuss process improvements and share best practices.
  • Support the Program Director to bring together learnings and good practices relevant from outside sources and share with MEL staff across the organization. Work with a core group to build critical strengths in MEL, and support the facilitation of a community of practice within the program department.

4. Support Program operations and other tasks as assigned by the Program Director - 10%

Qualifications:

  • Postgraduate degree in Development, Social Science, Economics, Public Policy, Sustainability, Gender, or related field with 6-8 years of experience in program and project management and implementation, particularly in environment, climate adaptation/EbA, women’s economic empowerment, youth leadership, disaster response, climate finance, etc.
  • Proven people management, problem-solving, strong planning, donor reporting especially EU, UN, corporate foundations.
  • MEAL expertise: logframes/indicator matrics; survey tools (e.g., KoBo/ODK), data QA, basic analysis/visualization. Ability to design of project MEAL framework and plans, baseline and evaluation.
  • Clarity in understanding on social issues related to gender and social development. Value gender-transformative approach and PSHEA.
  • Proposal and budget writing skills. Conceptual & analytical skills, Proven track record of successfully writing and securing grants.
  • Written and verbal communication skills (English and Thai proficiency is required)
  • Ability to work independently and as part of a team
