Description of the mission

About This Role

In close liaison with the Project Manager and the Senior Specialist for Education and Child Protection, the Project Officer-Education, ECCD will be responsible for spearheading efforts to strategize and implement the Project “Supporting peacebuilding through strengthening essential health and nutrition, WASH and education services for vulnerable children and adolescents in Maguindanao and Cotabato City, BARMM”. S/He will establish and maintain partnerships with key government agencies, community leaders, schools, and other key education key stakeholders in the community. The Project Officer – Education, ECCD will provide technical oversight, ensuring that activities are aligned with technical standards, monitored, and delivered according to the committed education indicators in the proposal. S/He shall work closely and collaboratively with the Project Officer-Health and Nutrition, and the Project Officer-ALS, ensuring that implementation of activities are in sync to the overall project objectives.

Responsibilities

Primary Roles and Responsibilities

  • Provide primary technical inputs in the formulation of strategies and approaches for implementation to attain intended results for the Project “ Supporting peacebuilding through strengthening essential health and nutrition, WASH and education services for vulnerable children and adolescents in Maguindanao and Cotabato City, BARMM ”
  • Coordinate with the Project Manager, the Project Officer for Health and Nutrition, Project Officer for ECCD, and the Sr. Specialist for Education and Child Protection in preparing detailed workplans, strategies, and necessary contextualization of program resources to achieve results.
  • Ensure that Project interventions are carried out in accordance with the approved workplan, ensuring that deliverables are regularly reviewed against targets and set indicators, and reported to management and concerned entities for proper action.
  • Monitor the implementation of Project activities, identify gaps, issues and risks and assist in addressing these as necessary.
  • Ensure that Project activities are in line with government policies and priorities and are carried out in accordance with the Project framework.
  • Act as Project resource person during Partner’s trainings/workshops.
  • Ensure Project monitoring tools are updated and utilized accordingly, including the periodic progress reports.
  • Link with other agencies and potential partners undertaking education and school-based child protection interventions for potential collaboration.
  • Performs other tasks related to Early Childhood Development, as may be assigned by the Project Manager.

Profile

Required Experience And Education

Education

  • Bachelor’s degree relevant to the job , advantage if related to Education (i.e. Early Childhood Education), Community Development, Sociology, etc.
  • Technical knowledge and relevant training on child protection, child development, advantage if with adept knowledge on specific policies and legal mandates about Early Childhood Development, WASH in Schools
  • Preference will be given to applicants with experience managing and implementing ECCD projects and understanding the Republic Act 12199 or the ECCD Systems Act

Experience

  • At least 3 years of relevant experience in education project management, coordination, training, and community mobilization.
  • Good understanding of structures in MSSD (for Early Childhood Development), related BARMM legislation, and ordinances
  • Experience in the use of computers and office software (MS Word, Excel, etc.).
  • Proficient in technical and report writing.
  • Experience in organizing and facilitating training.
  • Experience in partnership-building and network coordination with the Local Government Units, Ministries in BARMM, specifically MSSD
  • Experience in humanitarian response and post-disaster (i.e., ECCDiE, EiE) project is an advantage.
