Position Overview:

Children of Vietnam is seeking a dedicated Program Manager to join our team. The ideal candidate will play a key role in managing all the programs implemented in Vietnam, ensuring the successful planning, implementation, and evaluation of programs, and supporting the overall success of our mission.

Responsibilities:

  1. Program Design and Planning:
  • Collaborate with relevant managers, coordinators, and stakeholders in designing, planning, and implementing new programs and initiatives.
  • Provide support and guidance throughout the project cycle so that project design, start-up, implementation, and close-out of projects are in line with COV quality principles and standards, donor guidelines, and industry best practices.
  • Ensure that program objectives are SMART (Specific, Measurable, Achievable, Relevant, Time-bound) and aligned with organizational goals.
  1. Program Monitoring and Evaluation:
  • Develop and implement monitoring and evaluation systems to track program performance and outcomes.
  • Review all program reports before delivering them to the US Office and partners.
  • Regularly collect, analyze, and report data to measure program effectiveness and impact.
  1. Quality Assurance:
  • Work closely with program coordinators, program officers, and program assistants to ensure adherence to program guidelines, standards, and best practices.
  • Conduct regular assessments and evaluations to identify areas for improvement and ensure program quality.
  • Promote the ongoing development of the program approach within COV.
  1. Capacity Building:
  • Provide training and technical assistance to program staff and partners on monitoring, evaluation, and quality assurance methodologies.
  • Build the capacity of the VN office’s staff to monitor program activities and collect accurate data effectively.
  1. Learning and Knowledge Management:
  • Proactively identify issues and concerns and use participatory processes to facilitate learning processes within the organization by documenting and sharing best practices, lessons learned, and success stories from program implementation.
  • Promote a culture of continuous learning and improvement, and knowledge co-creation.
  1. Coordination and Communication:
  • Encourage and foster effective communication and collaboration between program teams, partners, and stakeholders to ensure program cohesion through coordination and information sharing.
  • Support to identify, evaluate, and strengthen partnerships relevant to program quality, applying appropriate application of partnership concepts, tools, and approaches.
  • Coordinate with other programs and staff within the organization to ensure alignment of program activities with overall organizational objectives.
  1. VN Volunteer and Intern Management:
  • Recruit, train, and supervise volunteers and interns.
  • Assign tasks and responsibilities to volunteers and interns and ensure their smooth integration into program activities.
  • Provide ongoing support, motivation, and recognition to volunteers and interns. Maintain volunteer and intern records and facilitate volunteer and intern appreciation initiatives.
Profile

Qualifications:

  • Vietnamese national
  • Minimum 10 years of working experience in the development or nonprofit sector in Vietnam, preferably in the central region, with management and leadership experience.
  • Master’s degree in relevant fields such as International Development, Social Sciences, Business Administration, Public Administration, or a related discipline.
  • Significant experience in managing projects, preferably in an NGO or development context.
  • Experience in the international development sector, including an understanding of development practices and principles.
  • Experience in leading, motivating, and managing teams, including remote teams and volunteers.
  • Experience in working with donors, including proposal writing and reporting.
  • Knowledge of M&E frameworks and practices.
  • Excellent written and spoken English; ability to work bilingually in Vietnamese and English.
  • Excellent communication and interpersonal skills.
  • Proficiency in using project management software, Microsoft Office Suite, and other relevant tools.
  • Ability to adapt to changing circumstances and manage stress effectively. Ability to think creatively and innovatively to solve problems and improve project outcomes.
