Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality and healthier, more liveable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia and contribute to developing a more sustainable, equitable, and healthier region. We empower governments and cities by inspiring action and focusing efforts on planning and implementing solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution and its detrimental health impacts and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at the city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters are in Manila, Philippines, and we have offices in Beijing, China, and New Delhi, India.

The Role

I. Job Purpose

To provide technical expertise on sustainable transport, develop and implement projects, and deliver outputs of exceptional quality primarily under the Sustainable Transport Program.

II. Responsibilities And Scope Of Work

Under the direct supervision of the Program Manager, the Sustainable Transport Lead will have the following responsibilities:

  • Program Development and Management
  • With the DED and Program Manager contribute to the achievement of expected outcomes and impacts of the Transport Impact Initiative in accordance with the Clean Air Asia Strategy and based on demands, trends, and innovation potential for the Program.
  • With the DED/Program Manager, lead in keeping track of regional trends and developments relevant to the Transport Impact Initiative.
  • With the DED/Program Manager, contribute to shaping new sectors of focus under the Initiative and lead necessary research and analyses, stakeholder engagement and outreach, and team mobilization.
  • With the DED/Program Manager, develop the annual operational plan for the Transport Impact Initiative and report to the Program Manager on its implementation and resource management (including staff time and project resources vis-à-vis budget)
  • Act as focal point, together with the Program Manager, for all Transport Impact Initiative projects
  • Provide regular reporting to the DED/Program Manager on Transport Impact Initiative, such as Board reporting, Annual Reports as well as updates for the purpose of program resource management
  • With the DED/Program Manager, contribute to the fundraising efforts of the Transport Impact Initiative such as leading proposal development.
  • Build and maintain relationships with select donors, which will be agreed upon with the DED/Program Manager and with thematic experts.
  • Coordinate with DED, Program Manager and Communications Manager on implementing programmatic outreach and communication activities, as well as the development of suitable knowledge products.
  • Deliver other tasks assigned by the Program Manager, DED and ED of Clean Air Asia on program development and management, contributing to Clean Air Asia's Strategy.
  • Project Management and Implementation
  • With the Program Manager, define and manage project scope and budget, including project deliverables and milestones, and ensure agreement on scope by the stakeholders. Ensure that any changes to the project scope are documented and communicated to and agreed with the donor and key stakeholders, and any modifications are reflected in contracts as may be required.
  • Ensure that strictly no implementation work is undertaken outside of the project portfolio and that donor support is used only for the purposes in the donor agreement.
  • Define and manage project workplan. Following project initiation and inception, develop and regularly update project schedule and implementation plan, representing all the agreed activities of the project; monitor the progress of project implementation, including risk and financial management, ensuring project delivery on time and within budget.
  • Manage team, establish and maintain updated task descriptions for project team members, delineating the roles and responsibilities of each member.
  • Manage procurement and consultancy contracts in cooperation with the Program Manager and FAS; where applicable, designate coordination roles to member(s) of project teams to work with consultants/contractors.
  • Together with Specialists and Researchers, manage and review outputs prepared by consultants/contractors and facilitate approval of documentation submitted following FAS guidelines and processes.
  • Ensure the technical quality of outputs of managed team member(s).
  • Oversee the implementation of projects, directing research design and execution, collaborating with project technical leads, ensuring thoroughness of methods and overseeing related activities; ensuring outcomes directly contribute to sustainability of program impacts and/or follow-up activities.
  • Support in coordinating related organizational processes (e.g., supervision of specialists and researchers in managing volunteers/interns, program monitoring and evaluation, program budgeting, administration, etc.) to ensure robust and meaningful Transport Impact Initiative implementation.
  • Staff Management
  • Line manage Specialists and Researchers of the Transport Impact Initiative
  • With the HR and Program Manager, support the strategic recruitment and selection ensuring that the process is fair and unbiased.
  • With HR, ensure that new staff are effectively onboarded and integrated into the organization by providing guidance, support, and resources needed to succeed in their new role.
  • Set clear expectations and goals for the team members and provide regular feedback on their performance. Work with staff to identify areas where they can improve and provide the necessary training/coaching/mentoring and resources, with support from HR and the Program Manager.
  • Report to the Program Manager on productivity and other performance indicators of assigned team members on a monthly basis or as the need arises.
  • Support the HR and/or DED/ Program Manager in ensuring the understanding of staff of the functional and organizational goals.
  • Foster a positive work environment where team members feel valued and engaged, including promoting clear and open communications.
  • With FAS/HR, ensure that the team members are aware of and follow the organization’s policies and procedures.
  • Knowledge Management
  • With the DED/Program Manager, contribute technical and strategic guidance in the development of knowledge products and application of transport-related tools developed by Clean Air Asia and its partners.
  • Support the Program Manager in consolidating knowledge products, tools, and processes within the Transport Impact Initiative
  • With the DED/Program Manager, support the deepening of synergies, collaboration, and information-sharing across offices, and contribute to learning sessions within the organization to build the capacity and awareness of staff on emerging discourse on sustainable transportation.
  • Contribute where necessary to communication materials and representation, such as Clean Air Asia website, interviews, news and feature articles, and information packages about the organization (i.e., PowerPoint Presentations, brochures).
  • Organize and/or contribute to targeted brown bags and learning sessions to build the capacity and awareness of staff on key and emerging trends and discourse on sustainable transportation.
  • Partnership Building
  • Participate in and manage various supporting activities (steering committee and/or advisory group meetings) related to CAA’s Transport Initiative.
  • Develop and maintain professional relationships with key CAA partners and stakeholders.
  • Represent CAA in selected meetings/conferences and effectively communicate Clean Air Asia’s position on technical and development issues related to sustainable transportation.
Profile

Ideal Profile

  • Minimum of 5 years of work experience in environmental issues with relevant technical expertise related to sustainable transport. International exposure on transport-related work is an advantage.
  • At least a Master’s degree in engineering, urban planning, or related program or discipline.
  • High proficiency in Microsoft Office applications required; capability in using database applications and statistical software is an advantage.
  • Well-developed interpersonal, communication and stakeholder liaison skills with experience in networking and establishing and maintaining relationships with partners at different levels (ministry, donors, private sector, NGOs, and local community-based organizations).
  • Fluent in spoken and written English; with strong written, analytical, presentation and reporting skills. Strong technical writing skills, with the ability to do research, analyze data, and properly cite publications are essential. Written publications on sustainable transportation is an advantage.
  • Demonstrated attention to detail. Proven ability to meet deadlines and work on multiple projects simultaneously.
  • Ability to work independently and as part of a multi-cultural and multi-disciplinary team.
  • Team player with the ability to contribute more widely to the direction of Clean Air Asia’s transport-related program.
  • Experience working in different Asian countries is an advantage.
  • Be able to travel in and outside of the Philippines.
