Position Summary: This position will be an employee of Lutheran World Relief. Finance Officer, (FO) completes financial and accounting procedures for the Viet Nam program in line with organizational policies and procedures and internationally recognized accounting standards.

Responsibilities:

  • Prepares financial transactions such as payment requests; enters financial transactions into accounting software.
  • Prepares monthly cash advance request for office operations with inputs from country managers.
  • Extracts and consolidates reports from financial systems for country managers to prepare financial report submissions to headquarters.
  • Ensures that tax reporting procedures are well documented to facilitate preparation and submission in a timely manner
  • Ensures that accounting policies and practices are carried out in accordance with GAAP standards; project internal controls are established and implemented in accordance with Corus/LWR and USDA regulations and the terms of the agreement.
  • Oversees day-to-day financial and accounting operations, including payment processing, cashflow and bank management, reconciliations, expense and invoice verification, budget coding, cash and asset controls, and compliance with financial policies and approval requirements.
  • Ensures accurate financial reporting and documentation by reviewing project costs and supporting records, maintaining grant/procurement and accounting files, monitoring financial activities and controls, and coordinating timely budget and financial reporting to headquarters
  • Processes payroll and issues payments after appropriate review and approval. Prepares payments and files taxes including any applicable withholding taxes and returns.
  • Reviews advance requests and advance reconciliations/expense reports for accuracy. Tracks repayment of advances and enforces policies related to reconciling advances.
  • Collects and consolidates documents needed for audit exercises.

Profile

Education & Experience:

  • A Bachelor’s degree in finance or a relevant field from an accredited institution.
  • A minimum of 3 years in related experience.
  • Experience in office administration and working in an international NGO and USG funded project are both advantages.
