The objective of the evaluation is to assess the performance of DCA’s country programme in Cambodia, with a specific focus on how the TOC and the Country Programme Strategy has defined various programme interventions that have contributed to DCA’s global goals of Saving Lives, Building Resilient Communities and Fighting Extreme Inequality. The evaluation should also assess programme performance and learning with a nexus lens examining outcomes against set goals, but also how the programme has been designed and implemented to contribute to collective humanitarian, development, and human rights outcomes through complementarity in DCA’s country programme in Cambodia. The evaluation should also assess to what extent the programme has succeeded in integrating and enhancing the humanitarian, development and human rights outcomes through a nexus lens. Specifically, it should examine: - - - The degree to which collaboration, coherence, and complementarity between humanitarian, development, and human rights interventions were achieved across projects. How has the programme leveraged the comparative advantages of different partners and the extent to which partners have understood and applied Nexus principles in their work. Practical experiences and lessons learned from implementing the Nexus approach, including enabling factors, gaps, challenges, coordination mechanisms, tools, and methodologies used to strengthen integration and collective outcomes. The evaluation should be conducted against the OECD DAC evaluation criteria of relevance, effectiveness, efficiency, coherence, impact and sustainability with a view to draw lessons and make recommendations for future programme periods at country and global levels. The evaluation is expected to generate findings for organisational and programmatic learning on DCA’s global approaches, organisational commitments and thematic priorities. The evaluation findings and recommendations will be used to inform future country program design for 2027-2031. The evaluation should generate findings and learning on how the implementation of DCA’s fundamental principles and cross-cutting commitments have contributed to programme results and relevance.
