Better with water, formerly “Eau et Vie” (E&V), a French organization, implements WASH programs in the Philippines since 2008 through its local social enterprise (SE), formerly Tubig Pag-Asa (TPA), and its local non-governmental organization (NGO), formerly Water and Life (W&L).

The SE builds water networks in urban poor communities and ensures a good access to water as well as essential services in those communities.

The NGO conducts within the same communities various types of activities related to awareness, firefighting and disasters management as well as social empowerment. One of the main objectives of the NGO is the development of an emergency management program.

Initially and for several years, the program was only focused on the fire prevention and the firefighting. In contexts of intervention highly vulnerable to climate and natural disasters - high factors for poverty increasing - better with water has decided in its 2024 action plan, to strengthen its intervention in urban poor communities by engaging in a community-based disaster risk reduction (DRR) program aiming to empower communities to take a leading role in the developing of DRR strategy. The program will be implemented in partnership with the AFD (Agence Française de Développement - “French Development Agency”). The strategy of the program consists in a combination of community participation and technical expertise for the development of an effective DRR strategy. The goal is to support different groups of the community (fire volunteers, community leaders, local authorities) in the identification of local community vulnerability and the preparation of a strategic DRR plan. The program named “Firefighting and Emergency Management” is conducted with the support of local partners as the Bureau of Fire Protection and the City/Municipality Disaster Risk Reduction and Management Offices.

To achieve these objectives, better with water seeks the services of an expert in order to conduct the participatory community vulnerability assessment workshops and develop a realistic community based DRR plan according to a co-designed methodology. The hereby call for tenders is part of this frame.

POSITION:

Disaster Risk Reduction and Participatory Community Vulnerability Assessment Consultant

I. Responsibility

General Objectives:

To support the development and implementation of the community-based disaster risk reduction programs in 4 areas aiming to strengthen the reaction capacities of residents and response preparedness to fire and emergency situations. More specifically, the consultancy objectives are structured around 3 compulsory phases and 1 optional phase:

Phase 1: Preparation and development of the overall methodology in collaboration with better with water and partners

Phase 2: Conduct of Participatory Community Vulnerability Assessment workshops

Phase 3: Development of Community Based Disaster Risk Reduction Plans

Phase 4: Monitoring of the replication in 3 (or 4) other branches / 22 intervention areas

The methodology will aim a wide-ranging community benefit, and action plan will propose both sustainable and concrete implementation plan link to realistic resources and capacities of people/ groups responsible in order to ensure the smooth implementation of the activities. The recommended solutions must be adapted to the community / area realities and easy to implement for limited-budget organizations / local authorities / CSO.

Examples of proposition: enhancing early warning system at community level, and ensuring that warnings reach those at risks and that are easily understood clear and useable.

The consultancy (phases 1-2-3) will be for a period of six months, with a total 40 estimated working days. The consultant will prepare a methodology adapted to the desired outcomes.

Profile

II. Applicant profile

Education:

· Bachelor’s degree relevant to the job;

· Advanced degree in disaster risk reduction, urban planning, or a related field

Experience:

- At least five years of experience in disaster risk reduction, including field work experience with urban poor communities;

- Proven experience in developing disaster risk reduction strategies, plans, and community contingency plans, and references;

- Knowledge and / or experience on the Participatory Community Vulnerability Assessment will be a strong asset

- Strong analytical and report writing skills;

- Excellent facilitation and communication skills

- Experience in participatory approaches

Other skills:

· Good written and verbal English language skills

· IT skill is appreciated

· Genuine ability to listen to teams and bring forward recommendations tailored to needs in the field.

· Strong interpersonal skills;

· Authority and composure in complex situations, to avoid and manage delicate situations such as fraud

· Field work experiences (related to safety)

· Anticipation and self-organization capacities;

· Great work and stress management capacities;

· Excellent collaborative skills and ability to be part of a close-knit but globally spread-out team.
