CONTEXT

Water & Life Philippines, (W&L Philippines) a Filipino non-profit organization, created by the French NGO Eau & Vie is active in the Philippines in the livelihood development of Urban Slum dwellers implementing Water Network, Firefighting, Hygiene promotion, Sanitation and Solid waste management activities.

W&L Philippines works in close association with the social business company Tubig Pag Asa (TPA), created by Eau & Vie, specialized in water supply in urban slums of the Philippines, aiming at creating quality-controlled piped and metered water supply networks which are financially viable, socially responsible and adapted to the needs of urban poor.

Both W&L Philippines and TPA are engaged in close partnerships and collaboration with the local communities, authorities, water operators and other development stakeholders through 4 branches in Cebu, Mandaue, Cavite and Leyte.

POSITION: Purchasing/Logistics Manager

LOCATION: Based in Head Office, Mandaue

REPORTING TO: Country Director

COORDINATION: With all the managers W&L Philippines & TPA

JOB SUMMARY

Responsible for the development and management of the programs funding, partnerships development, advocacy strategy with the programs stakeholders, communication anddiplomatic relations with institutional organizations.

Responsibilities

General Objective:

Under the management supervision of the Country Director, and in cooperation with W&L / TPA support and operation departments, the Logistics Specialist aids contributes in ensuring the smooth operation of Water and life and TPA programs in the country by reinforcing the entire supply chain in order to comply with all the applicable international donor standards and national rules and regulations. Specifically, it is expected that he/she:

  • Defines and develops the procedures/guidelines related but not limited to the procurement of goods and services (negotiation, purchaseing, contract, delivery) transportation, stock management), safety, as well as the logistics tools and ensures its proper use implementation and compliance in the branch level.
  • Organizes and monitors an efficient and effective management of the stocks and assets at all the branches level
  • Ensures the proper and safe transportation of people and goods, as well as distribution of goods wherever it is needed
  • Identify levers for greater financial efficiency and possible areas for optimization
  • As this is an opening for a new position, he/she is expected to be able to make proposals and share knowledge. A high degree of autonomy is expected.
  • Supports the Country Director (CD) in the operational safety

Procurement:

  • Assesses the existing policy of the organization, its level of implementation and identifies the room for improvement
  • In coordination with all field and Management committee positions, designs a tailor-made policy for the organization, ensures roll-out and trainings for the implementation of the new policy, including but not limited to:
  1. Collates the purchase requisitions from purchase requestors and obtain valid suppliers with business information and other related and relevant data
  2. Endorses to the selection committee the list of valid suppliers
  3. Sends Purchase Orders to selected supplier, facilitates and monitors delivery/pick up arrangements for purchased items
  4. Conducts random inquiry of the prevailing buying price of the most common purchases
  5. Establishes supplier profiling and maintain an updated record
  6. Creates policy for Supplier’s Evaluation
  • Conducts periodic audits, reports possible breach of the policy, suggests improvements

Stock management:

  • Develop procedures for the receipt and recording of goods, in close collaboration with all concerned departments
  • Ensure a safe and proper physical storage of goods inside store rooms of all branches according to the specificities of each type of goods and items
  • Create an effective procedure for the coming and going of the goods through the store rooms
  • Keep track of the stock movement on regular basis

Transportation Policy

  • Assesses the existing policy of the organization, its level of implementation and identifies the room for improvement
  • Leads the design of Transportation Policy for the organization in coordination with the all staffs and managers
  • Conducts period audits to ensure the policy relevance and efficiency

Others (including but not limited to):

  • Train the teams on the new and improved logistics tools
  • Ensure the compliance of all concerned team members in the procedures
  • Resolve any problems as it appears and deal with complaints of the team members if any
  • Report any incident to the line manager
  • Reinforces applied security for all personnel (field and office), creating Safety Policy
  • Supports the development of a long-term strategy for procurement/logistics department
  • Supports branch’ set up during relocation
  • Ensures that each office is equipped with high-performance, cost-effective communications resources, particularly in terms of Internet connections
  • With a support of the IT officer, ensures the proper management of the IT asset management
  • safety, as well as the logistics tools and ensures its proper use implementation and compliance in the branch level

Profile

Requirements

Education

  • Bachelor’s degree in Logistics Management, Supply Chain, Business Management, Operations Management, Business Administration or any other relevant field of study;

Experience

  • Previous experience in a Procurement / Logistics department for at least 3 years
  • Proven record of successful logistics management and coordination
  • Preferably a previous experience with a local/national NGOs, international NGOs will be a strong asset

Skills

  • Expertise on local and national procurement, logistics, transportation policy
  • Strong applied security background
  • Good written and verbal English language skills
  • IT skill is appreciated
  • Genuine ability to listen to teams and bring forward recommendations tailored to needs in the field.
  • Strong interpersonal skills;
  • Authority and composure in complex situations, to avoid and manage delicate situations such as fraud
  • Field work experiences (related to safety)
  • Anticipation and self-organization capacities;
  • Great work and stress management capacities;
  • Excellent collaborative skills and ability to be part of a close-knit but globally spread-out team.

Monthly Gross Salary: Dependent on experience
