At EMpower, the Programme Officer role is a Level 3 position with elevated responsibilities. This position encompasses regional programmatic responsibilities across Southeast Asia, including managing grantee partnerships, leading capacity-strengthening initiatives, and engaging in youth-centered programming. It is ideal for professionals with experience in philanthropy, grants management, or nonprofit work who are ready to make a meaningful impact at a regional level.
Position Summary
The Programme Officer, E/SE Asia will take a leading role with a specific grant portfolio in the region and be responsible for agreed tasks in grants administration and management of EMpower’s E/SE Asia portfolio. This role contributes to and/or leads on regional capacity strengthening initiatives and learning with grantee partners as agreed. The position reports to the Regional Programme Director (RPD) of E/SE Asia.
This position is critical to EMpower’s mission in engaging and learning from (youth-centred) local organisations in E/SE Asia and supporting EMpower’s grantmaking capabilities.
Primary Responsibilities
The duties that follow represent the primary responsibilities for this role. All employees are responsible for performing other duties as assigned. Primary responsibilities for this role include the following:
Grantmaking for their regional portfolio:
- Manages and monitors grantee partner pipelines, across the region for the E/SE Asia portfolio.
- Pro-actively sources and screens potential new grantee partners, across the region, mainly through desk research.
- Leads independently on conducting due diligence for potential new and existing grantee partners across the region, and on any needed documentation or support to partners to understand and comply with due diligence/grant administration policies and procedures.
- Reviews and negotiates full proposals with both prospective and current grantee partners of their portfolio, including carrying out field visits
- Monitors and manages grants including the review and approval of grantee partner reports for their portfolio.
- Organises and keeps track of grantee reporting schedules and proactively follows up on outstanding reports for their portfolio.
- Prepares grant summaries for different audiences, for their portfolio.
- Leads on a piece of work on Meaningful Youth Engagement, within their portfolio of partners. This may involve direct or indirect engagement with youth participants from their portfolio.
Programme Grant administration support for the region:
- Aggregates and analyses data on the E/SE Asia portfolio to support the team in representing the work of the region. This is for both internal and external audiences.
- Maintains and keeps Programmatic Excel sheets up to date in order to best track and monitor the regional portfolio
- Leads and coordinates on logistics for Programme-related events in the region
- Acts as focal point (Power User) on the internal grants management system (Fluxx) and implementation of Fluxx in the region.
Programme Learning and Capacity Strengthening:
- Contributes to capacity strengthening and learning initiatives in the region.
- Leads on working with grantee partners on their child and young people safeguarding policies as part of EMpower capacity strengthening and due diligence processes but also as an important part of capacity strengthening with and for partners.
- Contributes and/or leads the summarising of lessons learned from different projects, reports and/or processes to advance learning and improve further work.
Other, Communications, Visibility, Development:
- Provides content to the local and global communications teams on the work of the region.
- Contributes on a regular basis to proposals and draft donor reports for institutional donors and the regional and/or global development officer/team where needed.
- Speaks at webinars and/ or events and represents EMpower before different audiences as assigned.
- Participates in and contributes to EMpower global and regional meetings.
Compensation and Benefits

The salary range for this role is between $30,000 and $40,000 USD, depending on experience and location.
