
Free To Shine is looking for an experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to join our team.
The MEAL Officer is responsible for leading the development, implementation, and management of Free To Shine's monitoring, evaluation, accountability and learning framework, tools and templates. This role ensures that program activities are effectively monitored and evaluated, that data and evidence drive decision-making, and that lessons learned are used to improve program quality, accountability, and impact. The MEAL Officer works closely with program staff to ensure robust data collection, analysis, reporting, and integration of learning into ongoing activities.
Duties & Responsibilities:
- Develop, write, and regularly review the organisation's Theory of Change, Program Logics, and Logical Frameworks.
- Design, implement, and maintain MEAL frameworks, tools, and templates that clearly demonstrate evidence of contextual analysis, consultation with children, and identification of opportunities for their active participation.
- Establish and oversee mechanisms to ensure findings are shared and feedback is sought from primary stakeholders in accessible, meaningful ways.
- Ensure MEAL frameworks and tools are inclusive of those who are in vulnerable positions, experiencing marginalisation or exclusion, and address the needs and rights of marginalised groups, including women, girls, and people with diverse gender identities and disabilities. Explicitly document progress and consultation in promoting gender equity and rights-based approaches.
- Integrate approaches that evidence the organisation is consistently supporting and collaborating with local systems and structures.
- Ensure that the voices and decision-making of local actors, especially women, girls, and people with disabilities, are evident across planning frameworks, MEAL tools, allocation of resources, and the design and evaluation of feedback and complaints mechanisms.
- Critically assess the quality of program strategies, designs, and plans against established criteria, and champion improvements.
- Ensure monitoring and evaluation processes actively involve and are led by partners, community members, and primary stakeholders at all stages.
- Evaluate the extent to which initiatives generate durable, lasting change for beneficiaries and communities.
- Document results of monitoring, reviews, and evaluations for publication and dissemination to partners and primary stakeholders.
- Monitor and analyse the effectiveness and efficiency of Free To Shine's nine program activities in preventing sex trafficking.
- Collaborate with the Leadership Team to articulate program impacts and lessons learned, producing an annual statement for the Board.
- Perform other related duties as assigned by the Program Manager.
