We do this by engaging with partners across the Asia Pacific, where two-thirds of the world’s poor live. Profile

Scope of position

The CAFE Program Officer supports capacity building, partnership management, training and implementation of Good Return’s CAFE (Consumer Awareness and Financial Empowerment) Initiative in Cambodia and the Asia-Pacific. S/He ensures implementing partners have the necessary training, support and access to resources and tools to effectively implement the CAFE Initiative. S/He facilitates smooth communication between partners and Good Return, including regular monitoring and evaluation. S/he supports digital activities for the CAFE initiative as well as field visits, meetings and any project activity that requires his/her expertise.

RESPONSIBILITIES

1. CAFE Digital Project Design and Implementation (50%)

  • Lead CAFE digital implementation in Cambodia and provide technical inputs to CAFE digital design and ensure CAFE digital implementation plan is achieved.
  • Collaborate with relevant stakeholders, including the design team and RIF Academy, to design, develop and digitise CAFE curricula.
  • Support CAFE program manager on the roll-out of the new CAFE program materials.
  • Ensure CAFE digital materials (digital tools and platforms) disseminated and iadapted by partners to build financial and digital literacy for the target beneficiaries.

KPIs

  1. Curricula, training materials and resources digitised, up to date and appropriately contextualised
  2. Reporting and implementation are according to plan.
  3. Program partners and clients report satisfaction with CAFE digital curriculum, tools, and outcomes.
  4. Partners are supported and encouraged to pilot and adopt digital learning.

2. Program development and project implementation (25%)

  • Work with CAFE Cambodia coordinator in conceptualisation, coordination, budget planning and implementation of CAFE program implementation with partners.
  • Organise regular meetings between Good Return and partners/coaches to ensure ongoing monitoring of partner’s needs, access to tools/resources to improve program delivery and maintain partner relationship.
  • Provide technical assistance and capacity building for and with newly onboarded partners
  • Support program manager on key reporting and program level requirements

  1. Level of satisfaction of CAFE partners
  2. Smooth Implementation according to plan
  3. Organisation of yearly partnership reviews
  4. Trainings designed and delivered
  5. Program reporting accuracy and documentation kept up to date

3. Coordination & Development (10%)

  • Support Grant Writer and CAFE Program Manager to develop proposals/concept notes for fundraising and partnerships for CAFE ongoing and new projects.
  • Engage actively in proposal development through incorporating experiences and learning from previous projects to ensure the new proposals are relevant and technically sound.
  • Maintain strong partnerships and communicate contractual obligations in particular with regards to reporting deadlines, issues identified in meeting deliverables in the given timeframe and budget.
  • Support the program manager with reports for donor and evaluation reports for projects.
  • Maintain regular communication with CAFE implementing partners​, and identifying training needs.

KPIs

  2. Reporting complete on time and with high level of accuracy
  3. Up to date statistics and research

4. Monitoring, evaluation & learning (10%)

  • Record and ensure accuracy of data reported by coaches/partners in DTT on a monthly basis
  • Produce project and evaluation reports with support from CAFE team, MEL team, and partners.
  • Conduct monitoring of CAFE ongoing projects, utilising digital solutions where most appropriate and on the spot field visits when necessary.
  • Conduct interviews to capture and produce narrative stories and learner spotlights for CAFE program and partnership officer to produce spotlight stories for marketing and promotional purposes.

KPIs

  1. Learner and coach data captured in DTT
  2. Project reports produced to a high level of accuracy and
  3. Coordination support for monitoring and evaluation activities including field travel and translation support as needed
  4. Interviews and learner spotlights produced

5. Other duties relevant to the position as required (5%)

SKILLS & ATTRIBUTES

Essential

  • A commitment to Good Return’s vision of a world without poverty
  • Cambodian national, fluent in Khmer, with a good level in written and spoken English
  • 3+ years experience in training or non-formal education in organisational and community level
  • Ability and experience in partnership management, particularly managing training programs or learning interventions with multiple partners
  • Experience in design / development and delivery of training or educational curriculum utilising interactive and participatory methodologies and techniques.
  • Passion and commitment to support others learn and adopt new ways of doing things
  • Ability and willingness to travel within Cambodia and to other Good Return Program countries as needed.

Desirable

  • Social inclusion knowledge and experience - Gender, Disability inclusion, etc.
  • Experience using and supporting digital technology, including developing digital learning (eLearning) content, tablet- and mobile- apps, digital data collection (e.g. ODK).
  • Field research and data collection, such as facilitation of focus group discussions, interviews or surveys.

Additional information

Location: Regional Office, Phnom Penh, Cambodia. With travel up to 50% in different provinces.
