MISSION/RESPONSIBILITIES:

The overall objective is to enhance and develop accessible and context-based information,

education, and communication (IEC) materials anchored on the life course approach model for

children aged 1-12 y/o and youth aged 15-24 y/o.

The specific objectives of the assignment are as follows:

● Conduct comprehensive review and gather relevant information and text to support

concept development;

● Generate and refine creative concepts aligned with the assignment’s goals;

● Enhance illustration and design digital layouts, focusing on the appropriate arrangement,

sizes, color, typography, style, and overall aesthetic harmony;

● Create and develop CDiC (Changing Diabetes in Children) materials with clarity and

impact;

● Proofread all materials to ensure accuracy, consistency, and a high standard of quality;

and

● Test the key message with the target community, incorporate feedback through revisions,

finalize the message, and design impactful IEC materials.

Target end-user and Schedules:

● The conceptualization of IEC materials aims to produce inclusive and accessible

information education materials for project participants and health service providers.

Scope of the Services

The consultant should:

● Closely coordinate with HI’s Project Manager, Project Officer, and technical unit regarding

the development, revision, and presentation of the IEC materials for project participants

and health service providers to get an understanding of the content material and

context; project participants’ feedback will also be integrated into the

development/enhancement of inclusive education campaign tools.

● Develop user-friendly, disability-inclusive, and engaging contents and illustrations that

meet the needs of the target audience, turning insights into language that sets our users

up for success.

● Meet with subject matter experts to ensure that specialized topics are appropriately

addressed and discussed in the IECs

○ Consultation meetings and workshops with HI Senior Technical Officer, NCD

Project Manager, and Communications Officer.

Expected Outputs and Deliverables

1. Review Existing IEC Materials (Week 1): Conduct a comprehensive review of the

available IEC materials to assess relevance, quality, opportunities, and gaps.

2. Conduct Workshop/Consultation (Week 1): Organize and facilitate a workshop or

consultation session with key stakeholders to gather insights and recommendations for

improving IEC materials and make them respond more based on the context of the target

audience or project stakeholders.

3. Revise and Redesign IEC Materials (Weeks 2–3): Develop updated English, Filipino, and

other language (as necessary) versions of the IEC materials based on feedback,

incorporating tailor fitted design principles and accessibility features.

4. Test Developed IEC Materials (Months 1–2): Pilot the revised IEC materials with the

target audience to evaluate their engagement, understandability, age-appropriateness,

and inclusiveness.

5. Revise Training and Digital Education Tools (Months 1–2): Refine the IEC materials

from the feedback and data collected during the pilot-testing phase.

6. Submit Final Inclusive IEC Materials (End of Project): Deliver the finalized IEC

materials, including all editable source files, ensuring compliance with project standards

and accessibility guidelines. HI technical and communication team will review and

validate the final materials for 3-5 working days. A clearance from the team will be

issued to signify approval.

Profile

REQUIRED QUALIFICATIONS

● Strong background in communications or any health-related field.

● Proven experience working at least 2-3 years in developing/ enhancing an Information,

● Education, and Communication (IEC) materials - Proficiency in using design applications

such as Adobe Illustrator, Photoshop, InDesign or other

● similar applications - Experience working with an I/NGO is an advantage.
