BACKGROUND

Promoting energy democratization is at the heart of Oxfam’s Just Energy Transition work. The overall goal of Oxfam Pilipinas’ JET Programme is to support partners and stakeholders’ campaign for stronger government commitment to policy and regulatory changes for accessible and affordable renewable energy (RE) systems and schemes in the Philippines. The just energy transition asserts people and community’s participation to build ownership in identifying, accessing and implementing renewable energy initiatives from national to local levels, to increase access of climate vulnerable and energy poor communities to reliable and affordable renewable energy schemes in the Philippines towards democratized energy system which ensure ecological integrity.

This year, Oxfam Pilipinas has partnered with ICLEI Southeast Asia Secretariat (ICLEI SEAS) for the RE-Start Campaign Y3 Project. Picking up where Year 2 ended, this year’s campaign aims to encourage the local governments of Eastern Samar, Borongan, and Dolores, to integrate and allocate resources for their renewable energy plan/roadmap by enacting local renewable energy codes and investment plans approved by their local development councils. Moreover, Year 3 hopes to support the local governments in the development of RE projects by modelling identified ones in the pipeline with key stakeholders for financial support and investment.

DURATION AND LOCATION

The project must be carried out within a period of four (4) months from the beginning of December 2024 to the end of March 2025. The delivery of outputs and activities shall be done remotely but travel to Eastern Samar Province will also be expected in line with Section V. Travel arrangements shall be facilitated by the consultant and shall be coordinated with ICLEI SEAS to ensure alignment with the overall project work plan and deliverables.

EXPECTED OUTPUT

The consultant is expected to produce and deliver capacity building module on project proposal development and pitch for Eastern Samar Province, Borongan City and Dolores, to develop renewable energy infrastructure project proposal for Eastern Samar Province; and to produce a guidebook on renewable energy project proposal preparation for local government units. The consultant shall coordinate all outputs and activities with ICLEI SEAS team to ensure alignment with the overall project work plan, deliverables, and branding.

Profile
  • A degree in renewable energy, environmental management, urban planning, sustainability, public policy, or related field;
  • At least 5 years of proven experience in working in project development, ideally with a focus on renewable energy and energy efficiency;
  • Prior work with local governments or public sector organizations;
  • Ability to develop and deliver training programs and workshops;
  • Deep understanding of renewable energy systems, technologies, and trends;
  • Knowledgeable of local and national policies related to renewable energy;
  • Strong communication skills, both written and verbal;
  • Strong facilitation skills for multi-stakeholder dialogues and consultations is a mandatory qualification;
  • Experience with international and/or bilateral/multilateral development institutions would be an advantage and prior work in advisory/consulting with local government.
