➔ Description of the mission

We’re looking for a passionate and creative Senior Strategic Communications Manager to join our dynamic team. This senior-level role is both strategic and hands-on: you will shape the vision for Impact Hub Phnom Penh’s communications by telling compelling stories and by shaping the strategy behind them, editing content, and ensuring we show up with a unified, powerful voice.

You’ll be our brand’s chief storyteller, strategist, and editor — bringing clarity, creativity, and purpose to how we engage with our community, partners, and audiences in Cambodia and beyond. Location: Toul Tompoung, Phnom Penh.

Commitment: Full-time position ONLY. Full-time = 8 hours per day from Monday to Friday. Some flexibility will be required for evening and weekend work when programs are running (can be claimed as paid leave).

Your exciting role

As our Senior Strategic Communications Manager, you play a vital role in shaping how the world sees and understands Impact Hub Phnom Penh. You are the brand’s chief storyteller, strategist, and amplifier. This exciting role blends strategy and content creation. You’ll be able to use all of your creative skills, interact daily with our inspiring team and community, and shape our communications strategy and direction.

Key Responsibilities

1. Strategy & Brand Stewardship

  • Establish and steward a strong, cohesive brand voice across Khmer and English communications.
  • Develop and implement IHPP’s multi-year communications strategy, ensuring alignment with organizational priorities and translating it into yearly and quarterly workplans and KPIs.
  • Continuously assess, audit, and benchmark IHPP’s comms strategy and content against peer and aspirational organizations.
  • Monitor the external landscape to inform strategic communications choices and identify spaces for IHPP to lead or contribute meaningfully in the Cambodian ecosystem on issues that matter to us.
  • Advise the Leadership Team and provide insights to Department Heads on communications priorities, risks, and opportunities aligned with IHPP’s mission and positioning.
  • Advise on partner and crisis communications, ensuring the organization is represented with confidence and professionalism.
  • Ensure communications efforts are integrated into broader organizational strategies — programmatic, fundraising, partnerships, and space marketing and management.
  • Identify and respond to reputational risks or gaps in external perception through proactive communications planning.
  • Lead periodic reviews and refreshes of the communications strategy to reflect the evolving context, organizational priorities, and opportunities for growth.

2. Content Strategy, Content Creation, and Storytelling

  • Spot great stories within our programs, team, community, and space and figure out how to tell them!
  • Serve as IHPP’s lead editor, ensuring all written outputs in Khmer and English are clear, engaging, and aligned with our brand voice.
  • Take ownership of curating and producing our monthly HubDate newsletter by gathering stories and updates from across the team and community and distilling into catchy insights and stories to showcase our impact and activities to our partners and champions in our network, keeping our network active and strengthening our positive brand reputation.
  • Develop blog posts and longer-form LinkedIn content to showcase IHPP’s unique approach, program impact, and thought leadership.
  • Create compelling content for social media – including small campaigns, thought leadership, and inspirational stories – to diversify content and expand reach, with attention to the different audiences and goals of our different social media platforms.
  • Lead proactive community-building efforts online, focusing on active engagement beyond scheduled posts.
  • Improve IHPP’s website (regular website checks/audits, SEO improvements, updating content across all key pages, updating staff bios, etc.).
  • Monitor social media and website analytics and trends to inform and evolve content strategies.
  • Cultivate community across our social media channels (i.e., engagement with followers and other organizations).
  • Collaborate closely with the M&E team, programs staff, and Leadership Team on IHPP’s annual report – contributing to both writing and shaping the narrative.
  • Create and update standard communications materials (e.g. slide decks and talking points about IHPP).
  • Contribute to developing and implementing communications strategies to promote our space and events.
  • Collaborate with and support our Communications Officers to create more effective program-specific communications plans & content.

3. Media & Partnerships

  • Cultivate and strengthen media relationships at the national and regional levels to amplify IHPP’s work.
  • Proactively identify new platforms and partners (e.g., podcasts, content creators, news outlets, magazines, etc.) to amplify our work and the work of our community of entrepreneurs, youth leaders, and other impact makers.
  • Liaise with the global Impact Hub network communications team.

4. Internal Capacity Building

  • Champion a culture of strategic, story-driven communication across the organization, linking day-to-day content creation with long-term brand building.
  • Support copywriting needs of our Communications team by providing advice, brainstorming, and editing their writing.
  • Maintain quality control across the organization to ensure all communications outputs are aligned with IHPP’s visual brand, communications strategy, and messaging.
  • Lead capacity-building sessions and trainings on IHPP’s messaging, storytelling approaches, and brand voice to ensure all team members are well-equipped to speak about and on behalf of the organization and be better storytellers.
  • Facilitate the Communications Community of Practice, fostering a culture of co-learning and shared practices across a decentralized Communications staff.
  • Identify opportunities for regular professional development and skill-building for the team in communications-related topics.
  • Coach team members in writing, editing, storytelling, and public speaking, helping them communicate with greater confidence and impact.

5. Systems, Tools & Coordination

  • Co-develop and improve communications systems and tools such as content calendars, messaging guides, and SOPs.
  • Oversee shared communications tools and equipment (managing subscriptions, overseeing proper storage and maintenance of photography and videography equipment, identifying gaps in tools and equipment needed).
  • Coordinate with various stakeholders such as interns, comms and program staff, content producers, and external collaborators.

Requirements

Education
  • A university degree in communications, journalism, public relations, marketing, social sciences, or related field, or an equivalent combination of education, training and experience.
Experience
  • A minimum of five (5) years of experience in roles that involved storytelling, strategic communications, planning and delivering communications initiatives, crafting key messages and narratives, writing engaging stories and articles, and/or developing multimedia products, ideally in the social impact sector.
  • This could be from work directly in communications, marketing, and content creation, or other backgrounds, (e.g. journalism or program implementation).
Qualifications, Skills, and Passion:

Must have:

  • Exceptional writing and editing skills in both English and Khmer, with proven ability to craft original content and refine others’ work for clarity, tone, and impact.
  • Flexible and collaborative, equally comfortable leading strategic initiatives and supporting day-to-day communications needs.
  • Skilled in creative writing, storytelling, and content creation.
  • Skills in graphic design and/or video editing are a plus.
  • Strong understanding of the strategic role that communications plays in an organization, and ability to develop and deliver strategies to strengthen an organization’s voice, visibility, positioning, and influence.
  • Strategic thinker able to spot gaps, opportunities, inefficiencies, and untapped potential.
  • A strong creative spark and an eye for content that diverse audiences can relate to and be inspired by.
  • Easily inspired by great ideas and amazing people making an impact. You’re gifted at taking a seed of inspiration and turning it into inspiring outputs.
  • Able to create content tailored to different audiences, with sensitivity to tone, language, and cultural nuance.
  • Experience managing social media platforms in a professional capacity and developing social media strategies and content tailored for different platforms.
  • Understanding of storytelling principles, narrative strategy, and ethical, empowering communication practices.
  • Experience aligning different stakeholders or team members around a common message, including providing capacity building/training and tools and shifting mindsets.
  • Experience developing systems and tools to help teams work better (e.g., SOPs, templates, etc.)
  • Adept at managing multiple workstreams and shifting priorities while maintaining high-quality, brand-aligned output under pressure.
  • Collaborative and empathetic team player, energized by working with people from diverse disciplines and cultures.
  • Curious and always learning – you actively seek out stories, insights, and new creative opportunities, and you love sharing with others to build their motivation and capacity.

Nice to have:

  • Experience designing and facilitating trainings or other capacity building activities.
  • Experience managing consultants and junior team members.
  • Familiarity with entrepreneurship, youth development, and/or major environmental and social issues such as sustainability, agriculture, diversity and inclusion, etc.
  • Experience using Mailchimp, WordPress (specifically Elementor) Capcut, and/or Canva
Language
  • Fluency in both Khmer and English, with exceptional writing and editing skills in both languages. Superior written fluency in English is essential, including the ability to craft engaging, original content and refine others’ writing for clarity, tone, and impact.
