Job Purpose

The Donor Assurance and Accountability officer supports the institution, the division and, more broadly, donor relationship managers in relation to donor requirements and assurance needs. S/He ensures coherent, consistent and coordinated response to donors regarding their requirements and assurance exercises (including audits, evaluations, questionnaires etc). S/He plays a crucial role on donor-related queries related to institutional discussions and thematic workstreams and helps shape institutional positioning and policies by incorporating donors’ expectations and requirements.

Relationships

  • Internally, interacts with all REM units in the field and in HQs, other departments and units, specialists functions (metiers), field-based managers/coordinators and delegations.
  • Externally, interacts with peers in other organizations.

Accountabilities And Responsibilities

  • Provides support to donor relationship managers and liaise with relevant internal experts to respond to donor requirements in coherent, consistent, and coordinated manner.
  • Contributes to the development of knowledge and intelligence in relation to donor requirements.
  • Provides guidance and support to internal stakeholders, at the headquarters and in the field, in the preparation and conduct of audits, assurance and evaluative exercises requested by donors.
  • Works with cross-organisational teams on thematic workstreams to assist in developing and aligning policies and practices in relation to donor requirements.
  • Serves as one of the focal points to the division and department in relation to donor assurance and compliance questions.
  • Provides support and expertise in the review of funding agreements.
Profile

Selection Requirements

  • Advanced university degree (or equivalent experience) in policy making, law, and/or communications, and/or international relations or similar.
  • 4 to 6 years’ overall professional experience
  • Ideally 3 years’ professional experience in the field of performance management, with a particular focus on planning, monitoring and reporting methodologies.
  • Experience in participating in complex, cross-team projects and in working efficiently and effectively across multiple priorities.
  • Fluent command in English; French, Spanish, Arabic or German an asset
  • Strong Computer proficiency, in particular for data analytics
  • Exemplary research and analytical skills
  • Ability to assimilate and deliver complex information in a clear and concise manner.
  • Highly organised with excellent co-ordination, diplomatic and facilitation skills
  • Ability to create and foster a supportive and enabling environment.
  • Excellent public speaking and presentation skills
  • Proficient presentation skills
  • Interest or experience in humanitarian negotiation with other humanitarian actors and/or representatives of donor countries
  • Experience in humanitarian/development policy work
  • Field experience with the ICRC or International Red Cross and Red Crescent Movement an asset
