The consultant will work directly with IJM Philippines and IJM Australia to evaluate the safeguarding practice of the office and partners. In particular, the consultant will focus on the current procedures and supporting IJM Philippines to conduct all required tasks.
The safeguarding activities will encompass various components, including but not limited to the following:
- Detailed training for select staff especially focal points to understand safeguarding risks and responsibilities;
- Review and update current risk register for pertinent safeguarding risks;
- Review current onboarding and agreements with partners on safeguarding protocols;
- Assessment of safeguarding compliance and capacity of implementing partners in line with the IJM safeguarding policy;
- Establish monitoring methodology and tools such as checklists for initial assessment and routine follow-ups for verification of ongoing compliance;
- Co-develop reporting pathway for IJM and partners to receive safeguarding reports;
- Design content and serve as facilitator for two in-person trainings (in Manila and Cebu) for implementing partner organizations to strengthen their safeguarding practices; and
- Package training and procedures for use in other program offices and future training iterations led by IJM staff;
- Accommodate requests for meetings and consultations with IJM staff on safeguarding questions during contract timeline.
Key Outputs
The Consultant’s Responsibilities Will Include
- Completing review of current safeguarding policy and practice as well as the knowledge and understanding of safeguarding in the IJM Philippines team;
- Training resources for IJM Philippines and partners on safeguarding children and vulnerable adults;
- Conduct trainings in Manila and Cebu for select IJM staff and implementing partners;
- Develop an implementation plan for rolling out compliance checks on partners in line with safeguarding requirements (in line with DFAT standards);
- Tools required for onboarding and monitoring of downstream implementing partners on child safeguarding.
Project Timeline
The consultant is expected to complete the project in a timely manner. The consultant is expected to provide a detailed estimate of the project’s duration including the turnaround time for outputs. The project is expected to commence immediately once the consultant has been selected.
Project Reporting
The consultant will provide bi-weekly updates to local project manager and Global Officer for Safeguarding and Ethics.
