➔ Description of the mission

The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50% and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Regional Grants & Business Development Sr Lead who will provide regional leadership in the growth and management of IJM Asia Pacific’s grants and Complex Restricted Gifts (CRGs) acquisition strategy, systems, and performance.

This role is responsible for driving the identification, cultivation, and acquisition of new grant and CRG funding opportunities, ensuring operational readiness, and overseeing the successful management of a diverse portfolio of institutional and corporate grants. The Sr Lead will collaborate with grants specialists across IJM’s regional network, act as the primary liaison to the Global Grants team and ensure compliance with global grant standards and donor requirements. The role also oversees the transition and quality of grant portfolio management, providing technical oversight and ensuring effective handover to grants management teams.

This position can be based in the Philippines, Singapore, Australia, Malaysia, Thailand, Cambodia, South Korea, Hong Kong or Indonesia and reports to the Regional Vice President, Strategy and Operations and is only available for candidates with the right to work in the above-mentioned countries.

Responsibilities

Strategic Planning and Acquisition

  • Engage APAC Advancement and Program teams to develop and implement a regional grants and CRG acquisition strategy supporting IJM’s Program Roadmap and programmatic strategies. Facilitate joint planning sessions with country teams to ensure alignment between funding strategies and local needs.
  • Collaborate with APAC Advancement and Program teams to identify and pursue new grant and CRG opportunities from institutional, government, foundation, and corporate donors. Provide strategic guidance and hands-on support to country teams in identifying and prioritizing grant opportunities aligned with their programmatic goals.
  • Coordinate with IJM advancement teams from other regions on cross-regional grant opportunities
  • Lead or coordinate the development of high-quality proposals, concept notes, and expressions of interest in collaboration with program, finance, and legal teams. Support country teams in drafting, reviewing, and finalizing grant proposals, ensuring clarity, coherence, and alignment with donor expectations.
  • Ensure all proposals align with donor requirements and organizational priorities.

Portfolio Oversight and Compliance

  • Oversee the transition of awarded grants to portfolio management teams, ensuring robust handover and compliance with donor requirements.
  • Working with Regional Grants Management and Compliance Lead, monitor grant performance and risk, and implement mitigation plans as needed.
  • Ensure APAC teams comply with IJM Global Grants standards, policies, and donor regulations.

Capacity Building and Systems Development

  • Build regional capacity for grants acquisition and management through training, resource development, and process improvement.
  • Develop and maintain systems for tracking grant opportunities, financial oversight, and reporting.

Stakeholder Engagement and Representation

  • Represent APAC’s institutional grant program to Global teams, external partners, and regional grantor networks. Advocate for country-level funding priorities in regional and global donor engagement strategies and ensure country teams are represented and supported in regional and global grantor dialogues
  • Cultivate and manage relationships with key donors and partners.
  • Provide regular reporting to Global Grants and regional leadership.

➔ Profile

Education And Experience

  • Master’s degree in international development, business administration, or related field
  • Minimum 7 years relevant professional experience with grantors and grants acquisition, preferably within Asia Pacific
  • Demonstrated success in securing and managing large, complex, institutional grants
  • Experience building regional or multi-country grant acquisition, management and reporting capacities, systems, compliance mechanisms and staffing structures needed to succeed at increasing grant acquisition and management performance
  • Strong knowledge of donor requirements, compliance, and program design.
  • Experience working with multi-functional teams across programming, finance, legal and revenue in non-governmental development organizations preferred.
  • Strategic thinking and donor intelligence - Ability to engage at a strategic level with bilateral and multilateral donors, international organizations, government grantors, and partner NGOs in Asia Pacific
  • Proposal development and quality assurance, including knowledge of standards relating to grant program design, monitoring, and evaluation, and strong budgetary and financial management skills
  • Exceptional written and verbal communication skills, with the ability to make complex technical concepts easy to understand and present to diverse audiences
