WHO WE ARE

Lingkar Temu Kabupaten Lestari (LTKL) is an association of Indonesian district governments committed to accelerating the transition toward sustainable and thriving regions. Established in 2017, LTKL comprises nine member districts across six provinces and serves as a caucus within the national regency government association (APKASI).

LTKL empowers its members to align economic development with ecosystem protection and community well-being through a sustainable economy approach—placing local values, nature, and people at the center of development. In partnership with over 25 civil society, business, academic, and development organizations, LTKL enables cross-sector collaboration, innovation, and investment to drive lasting change at the local level.

Our vision is that by 2030, LTKL member districts will have successfully transitioned into sustainable and prosperous jurisdictions. To reach this goal, LTKL strengthens policy innovation, inclusive decision-making, impact measurement, institutional capacity, and the amplification of local narratives, while co-creating sustainable business models and investment opportunities. For 2025–2026, a key priority is to establish a validated portfolio of regenerative business models that can be scaled and replicated across districts.

PURPOSE OF THE ROLE:

The Sustainable Business Manager leads and oversees the implementation of LTKL’s Co-Creating Sustainable Business and Investment pillar, working to co-create, validate, and scale regenerative business models that align with district priorities and sustainability goals. In line with LTKL’s 2025–2026 target, the Manager is responsible for developing a portfolio of sustainable business initiatives across member districts—models that balance economic value with ecosystem protection and community well-being.

This role also plays a key part in designing and facilitating innovative financing mechanisms to attract responsible investment and support the long-term viability of these models. By working collaboratively with local governments, private sector actors, and multi-stakeholder partners, the Manager ensures that the business portfolio is investment-ready, locally grounded, and contributes meaningfully to LTKL’s 2030 vision of sustainable and thriving districts.

Portfolio Development:

  • Oversee the creation and validation of a portfolio of sustainable businesses across member districts, including pipeline development from small to large-scale models.
  • Work closely with the Business & Portfolio Development Unit and Investment & Market Unit to identify district opportunities and ensure connectivity between readiness and market access.

Market Development:

  • Connecting local access market and national access market through District Pipeline.
  • Developing local market access through local incubators.

Innovative Financing:

  • Develop financing mechanisms such as blended finance and impact investment, and build partnerships with investors and financial institutions to support business models in the portfolio.

Partnership & Incentives:

  • Collaborate with stakeholders including the Innovation & Investment pillar, district actors, national and global partners, and thematic experts to co-create inclusive business processes.

Managerial & Organizational Leadership:

  • Provide leadership to the Sustainable Business Unit, supervising team performance and ensuring alignment with broader programmatic goals.
  • Lead work planning, budgeting, and resource management for the unit, including monitoring budget utilization and partner sub-granting mechanisms.

➔ Profile

QUALIFICATIONS:

  • Bachelor’s degree in Economics, Business, Management, Development Studies, or other relevant fields; a Master’s degree is a strong advantage.
  • Minimum 5 years of professional experience in sustainable business development, impact investment, or related fields, with demonstrated leadership experience.
  • Strong track record in developing and managing business portfolios, particularly in the context of local economic development and regenerative economy practices.
  • Proven experience engaging with investment and market actors (e.g. financial institutions, buyers, off-takers, SMEs), especially in the Indonesian context.
  • Sound understanding of business regulations, policy incentives, and economic innovation at national and sub-national levels in Indonesia.
  • Experience leading or supporting community-based business development and facilitating inclusive innovation.
  • Demonstrated ability to work with diverse stakeholders, including local governments, SMEs, investors, development partners, and civil society organizations.
  • Familiarity with sustainable development goals and jurisdictional approaches at the district level.
  • Strong project management and organizational skills with the ability to deliver high-quality outputs under tight deadlines.
  • Excellent communication skills in both Bahasa Indonesia and English, with strong interpersonal and cross-cultural collaboration capabilities.

TERM OF OFFER

Contract Period

The contract shall cover the period of 24 July 2025 - 23 July 2026 as a consultant with the possibility of 1 year extension based on the performance under PKWT setting.

Reporting:

The incumbent shall report on a regular basis to the LTKL Deputy of Program/Head of Secretariat on a daily basis.

Duty Stations:

The incumbent shall is stationed in Jakarta, with regular travel to other stations as assigned by LTKL.
