
Duties & Responsibilities:
- Program Operation and Management:
- Coordinate and oversee the implementation of all project activities under the supervision of the Program Coordinator, with support from Project Officers, and in close collaboration with the Mondulkiri Program. This includes sub-national workshops, national platforms, capacity-building courses, research studies, advocacy events, and reflection workshops.
- Prepare and submit program reports to the Program Coordinator and the Operations Support Coordinator in a timely manner.
- Lead the planning and implementation of activities related to child rights, climate change, child, early and forced marriage (CEFM), indigenous issues, girls’ rights, and public investment monitoring.
- Prepare and consolidate monthly, quarterly, and annual program plans, ensuring alignment with approved indicators, budgets, and timelines.
- Ensure effective coordination with ICBOs, IYCCs, local authorities, and CSOs during the implementation of workshops, trainings, consultations, and public forums.
- Organize and facilitate regular program office meetings to review progress, address challenges, and promote program sustainability.
- Participate in weekly program team meetings to update project achievements and ensure effective implementation and sustainability of the project.
- Participate in monthly program office meetings and other meetings as required.
- Promote strong collaboration and constructive relationships with all stakeholders throughout project implementation.
- Work closely with NGOs, local authorities, and relevant government officers and institutions.
- Staff Capacity Building:
- Assisting the program staff in their role of supporting communities to obtain their rights under Cambodian and international laws. There is also a direct role in passing on information to Program Coordinator;
- Focus on building the staff capacities of the unit within the subordinate staff. Indicators for success in this would be the ability of those key staff to fulfill their role and build capacity of others.
- Support Project Officers in facilitating ICBOs and IYCCs to develop and implement child–youth action plans, advocacy plans, and initiative activities.
- Strengthen staff and partner capacity on child rights programming, participatory approaches, facilitation skills, advocacy, and community engagement.
- Promote gender equality, inclusion of girls, children with disabilities, and marginalized groups across all activities.
- Monitoring and Evaluation:
- Maintain the program information system and accurate project records.
- Conduct regular field monitoring of project activities in target areas to track implementation progress.
- Follow up on program implementation to ensure outputs and outcomes are achieved within the approved budget and agreed milestones and timelines.
- Coordinate baseline assessments, Child Rights Situation Analysis (CRSA), and research studies related to indigenous issues, girls, climate and environment, early child marriage, and social service budgets.
- Lead field monitoring missions, reflection workshops, and learning processes to support achievement of program outputs and outcomes.
- Oversee updates to the MEL system, document lessons learned, and integrate findings into adaptive program strategies.
- Ensure the quality and timely submission of narrative reports to the Program Coordinator, Executive Director, donors, and partners.
- Policy Implementation:
- Ensure the implementation of official MVi policies and procedures.
- Keep informed of the general Cambodian development context with special attention to issues of IP's Rights and Natural resources management, indigenous collective land title registration, and its relations
- Support implementation of Organizational Capacity Assessment (OCA) and Organizational Capacity Development (OCD) plans.
- Ensure compliance with MVi policies, procedures, and quality assurance standards.
- Contribute to internal reflection workshops, management meetings, board meetings, and staff meetings.
- Liaison and Networking:
- Assist the Program Coordinator in representation, communication and dealing with others as required
- Act as focal point to share information about MVi to interested people /organization;
- Represent MVi at sub-national and national platforms, including CRC, UPR-related processes, youth forums, and regional networks (e.g., Summernet, Lower Mekong Network).
- Keep informed of the general Cambodian development context with a special attention to issues of Indigenous People's Rights and Natural resources management, and its relations.
- Support co-organization of public forums, policy dialogues, national, and sub-national workshops, and awareness events related to child rights, climate change, and CEFM.
- Assist in documentation, translation, minute-taking, and interpretation during meetings, workshops, and field visits as required.
