Description of the mission

The SPC is a member of the Regional Management Team and as such contributes to over-all ensuring accountability, integrity, quality and over-all competency in NTFP-EP Asia’s performance of its mission and operations. The SPC coordinates the consolidation of program requirements and workflows most especially the planning, monitoring and evaluation, and cross-thematic learning and exchange processes that meets NTFP-EP Asia’s Theory of Change (ToC) and in particular the PMEL and organizational strengthening needs. The SPC supervises the PMEL Officer and the Communication/Knowledge Management Officer and works closely with the People & Culture Specialist/Operations Coordinator in terms of strengthening program competencies of the staff, embedding strong work ethics, GEDSI/SEAH, and quality program management and ensuring program effectiveness.

The SPC undertakes their work through use of various program tools as appropriate, such as, training and technical assistance, consultancies, small grants and partnership agreements, networking, communication, knowledge management and exchanges.

Following an annual workplan and personal development and learning plan and contributions to RMT priorities, the SPC is responsible to:

  • Coordinate the NTFP-EP Asia regional program and facilitates the preparation of the annual operational plan and ensures alignment and synergy of the different projects with NTFP-EP’s Theory of Change and 10-year regional strategy.
  • Coordinate the implementation of the over-all program management cycle of NTFP-EP Asia from its planning to quarterly staff meetings, and annual reflection.
  • As PMEL lead for NTFP-EP Asia, the SPC a) Develops and maintains systems to manage baseline data of NTFP EP programmes that are critical in future project /programme monitoring and evaluation; b) Contributes in knowledge management and documenting lessons learned to facilitate continuous programme improvement; and c) Provides timely programme analysis to NTFP Asia Management and Board Members for the organizational reporting and continuous improvement of the organisation’s strategic plan.
  • Coordinate with the different thematic program officers/leads and project officers, to ensure program quality and consistency in approach, and provides support in and accompaniment in tools and approaches.
  • With the program quality, PMEL and CKM team, coordinate and consolidate the organization’s annual reporting process ensuring adherence to the regional MEL framework and indicators. Leads in the strengthening of application of the rMEL.
  • Provide inputs in the communication and visibility efforts of NTFP-EP’s regional activities in coordination with staff and partners, including but not limited to inputs to publications, films and other educational and promotional materials related to the NTFP-EP Asia regional plan. Supervises the Communication and Knowledge Management Officer/s under an agreed and prioritized workplan and organizational target.
  • Develop other strategic and collaborative proposals with and among partners when and if possible/suitable/appropriate;
  • Alternate signatory to the Executive Director and deputizes for the Executive Director in her absence or as needed.
  • Perform other tasks and backstops other regional work and partnerships related to his/her job designation and which corresponds to his/her capacity, as may be assigned by the Executive Director from time to time.

Profile

QUALIFICATIONS:

  • A minimum of seven (7) years of professional experience in programme management and/or programme monitoring, evaluation, and learning (PMEL).
  • At least five (5) years of work experience with a regional or international development organization, non-governmental organization (NGO), or civil society organization (CSO).
  • A minimum of five (5) years of experience in network coordination, alliance-building, and liaison work.
  • At least three (3) years of experience in supervisory or management roles, including the oversight of multi-partner projects.
  • Proficiency in database management is an advantage.
  • A university degree in Social Development or a related field is required; a Master’s degree in a relevant discipline is a strong advantage.
  • Excellent written and oral communication skills.
  • Strong interpersonal skills, with the ability to work effectively in a multicultural environment and as part of a team.
  • Proficiency in computer applications, particularly Microsoft Office 365 and other online platforms.
  • Demonstrated ability to work independently, manage priorities effectively, and meet deadlines.
  • Willingness to travel and flexibility in work arrangements.
  • Knowledge of and interest in issues related to natural resource management, Indigenous Peoples’ rights, and women’s rights are considered an advantage.
