Role Description

The Chief of Party (CoP) for the USDA McGovern-Dole program in Cambodia will provide overall leadership, strategic direction, and management for a complex, multi-year food security and education project. This full-time, on-site role is based in Phenom Phen Cambodia, with regular coordination with field teams and stakeholders in Washington DC. The CoP will oversee program planning and implementation, including activity design, work planning, budgeting, and monitoring progress toward targets. Daily responsibilities include supervising senior project staff, ensuring compliance with USDA and PfD policies, and maintaining high standards of technical quality and operational efficiency. The CoP will lead coordination with government counterparts, local partners, schools, and community organizations, and will represent the project in meetings with donors and other stakeholders. The role also involves overseeing reporting, learning, and adaptation processes, including preparing technical reports, documenting results, and incorporating lessons learned into program adjustments.

Profile

Qualifications

  • Demonstrated leadership and project management skills, including experience overseeing large, donor-funded international development projects.
  • Strong technical expertise in at least one relevant area, such as food security, school feeding, basic education, nutrition, or community development.
  • Proven ability to manage budgets, monitor financial performance, and ensure compliance with donor and organizational regulations.
  • Excellent relationship-building, stakeholder engagement, and partnership management skills, including work with government agencies, local NGOs, and community groups.
  • Advanced skills in monitoring, evaluation, learning, and results-based management, with the ability to use data for decision-making and program improvement.
  • Exceptional written and verbal communication skills in English, including the capacity to prepare clear technical reports, presentations, and donor communications.
  • Prior experience living or working in Southeast Asia, and familiarity with the Cambodian context and/or USDA McGovern-Dole programs, strongly preferred.
  • Relevant Degree.
  • Ability to supervise and mentor diverse, multi-disciplinary teams and to promote inclusive, respectful, and collaborative work environments.
