PATH is seeking a qualified Monitoring and Evaluation Specialist to be based at the National Tuberculosis Program (NTP). This role will support the NTP in overseeing data management, quality assurance, analysis, and data visualization for the data use project, as well as in preparing and implementing the TB inventory study. The Monitoring and Evaluation Specialist will report to both the PATH Technical Lead and the NTP Project Coordinator, and will collaborate closely with NTP, the United States Centers for Disease Control and Prevention (CDC), the PATH team, and other partners.
Responsibilities:
1. Routine programmatic data analysis and use
- Facilitate quarterly data reviews and analysis sessions (seminars/webinars) to identify gaps, discuss performance indicators, and develop improvement plans together with related stakeholders.
- Collaborate with NTP project teams, CDC, and partners to finalize data management plans, data collection tools, SOPs, and record linkage strategies.
- Provide online and onsite technical assistance to NTP staff at all levels on data analysis and use and perform other data management duties as assigned.
2. Inventory study
- Participate in assessments of TB case reporting in private and public non-NTP sectors and provide technical assistance for inventory studies.
- Work closely with NTP staff to prepare data for sampling analysis, serve as a primary point of contact for any questions related to data for sampling, sampling strategy, record linkage strategy.
- Participating in developing the inventory study protocol and tools.
3. Information Systems & Automated Reporting
- Work closely with NTP and CDC to finalize laboratory reporting forms that will be integrated into the VITIMES, ensuring alignment with national paper-based templates.
- Collaborate with NTP and information technology (IT) vendor to define data specifications, indicators, validation rules, and program rules for automated calculations, reporting, and de-duplication.
- Coordinate with IT vendor to automate processes, ensure secured data transfer, and verify data.
- Collaborate with NTP, CDC to develop, pilot and refine automated reporting tools and dashboards for programmatic and laboratory data using VITIMES datasets, coordinate user testing and feedback.
- Monitor system performance and data flow, troubleshoot IT issues, and recommend enhancements to optimize data quality and usability.
- Collaborate with NTP project teams, CDC, and partners to finalize laboratory data management plans, instructions, and record linkage strategies
- Facilitate regular data reviews and analysis sessions (meetings, workshops) to identify gaps, discuss performance indicators, and develop improvement plans together with related stakeholders.
4. Training and Capacity Building
- Support all PATH/NTP project training activities and ongoing mentoring efforts.
- Contribute to the development of user guides, training materials, and recommendations to support system scale-up and sustainability.
- Provide coaching to NTP staff at all levels on data analysis and use.
5. Coordination and Engagement
- Ensure seamless project execution by fostering strong coordination and open communication with NTP, CDC, PATH, and other relevant stakeholders.
- Serve as the focal point for technical communication and collaboration on data management and reporting.
- Participate in all coordination meetings on TB surveillance, monitoring and evaluation (M&E) dashboard development, inventory studies, and laboratory data activities.
