JOB SUMMARY

The Manager for Financial Reporting and Compliance will be accountable for the accounting operations of the Organization to include the production of periodic financial reports, maintenance of an adequate system of accounting records, and a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the Organization’s reported results and ensure that reported results comply with generally accepted accounting principles and accounting and reporting practices are tax compliant.

RESPONSIBLITIES

  • Formulate and implement the Department’s work program, including the design of the organizational structure adequate to achieving its goals and objectives; provide the general direction, define performance plans and implement measures for staff engagement.
  • Administer the Organization's management reporting and accounting systems and maintain a documented system of policies and procedures that are relevant with the times.
  • Regularly review the system’s effectiveness and, where necessary, recommend improvements thereon.
  • Oversee the accounting operations including their control systems (timely reconciliations) and reliable transaction processing operations (accurate billing and timely collections, complete payables and efficient disbursements, accurate payroll and timely remittances).
  • Analyze and interpret the Organization’s results of operations and financial position; provide timely, accurate and complete monthly and year-end financial highlights for use of the CFO in Board and Executive Committee meetings.
  • Represent the Organization in financial and tax matters to ensure overall compliance with financial management and reporting requirements of donors, government agencies and other clientele.
  • Coordinate with the auditor/s in the external audit of the institutional and program accounts of the Organization for timely completion of audit and disposition of findings.
  • Comply with local and national tax reporting requirements and tax filings.
  • Provide assistance to the CFO in internal financial reviews for the formulation of budgeting framework, parameters, guidelines and policies; recommend benchmarks against which to measure the performance of the Foundation; calculate and issue relevant financial and operating metrics.
  • Manage the production of the annual budget; prepare, analyze, monitor and endorse the Organization’s units and master/-consolidated budget; monitor budget variances and report significant issues to management.
  • Recommend to the CFO the hiring, training, promotion, transfers or separation of Finance staff, in coordination with HRD and plan for the unit’s staff development program.
  • Act as Resource Person/trainor/consultant to PBSP and its clients in his/her area of specialization.
  • Perform other duties that may be assigned by the CFO from time to time.
Profile

QUALIFICATIONS

  • Bachelor’s degree in Accounting, preferably a Certified Public Accountant and/or Certified Management Account Designation
  • At least 8 years of progressively responsible experience in Finance and at least 3 years in a supervisory or managerial capacity; similar industry experience is not required but nice to have
  • Exposure with ERP systems; skilled in Excel and spreadsheets, analytical ability in project financial appraisal and evaluation
