PRINCIPAL DUTIES AND RESPONSIBILITIES

I. Program Planning and Management

  1. Routinely undertake development sector landscape and needs assessment, and development policy reviews to inform program planning and decision-making.
  2. Assist in the formulation of program strategies and plans.
  3. Maintains full knowledge of programs and projects being implemented for compliance with deliverables, terms and conditions of the contract or grant agreement.
  4. Provide technical support to and work with other Operations units in the management and implementation of related projects.

II. Resource Generation and Sector Management

  1. Assess the funding requirement of programs and lead the formulation of program resource mobilization and business development strategies and plans, and ensure the proper implementation of the plan to generate project funding support.
  2. Contribute in establishing and managing relationship with donors and partners.
  3. Contribute in initiating, and collaboration in multi-sectoral initiatives supportive of assigned programs.

III. Standards Development and Knowledge Management

  1. In coordination with the Unit Manager, establish program/project management standards, tools, and technologies, and facilitate sharing of these to relevant stakeholders.
  2. Contribute in the review program/project documents to ensure adherence to established quality standards.
  3. Consolidate lessons learned from program/project management to inform program/project design and development, program strategies and plans.
  4. Support the tracking of program impact to generate target setting for the next fiscal year and a five-year impact target projection.
  5. Contribute in reviewing and packaging of assigned project reports (i.e. quarterly, annual, terminal, etc.) for submission to clients, donors and for internal PBSP use.
Profile

MINIMUM QUALIFICATION REQUIREMENTS

  1. Has knowledge and experience relating with international and multilateral funding agencies
  2. Has the ability to manage stakeholders as demonstrated by facilitation and negotiation skills
  3. Has project development, program management, and monitoring and evaluation (M&E) skills
  4. Has strong business and project development ability as evidenced by success in proposal writing
  5. Preferably has knowledge and/or experience in handling the following development sector programs/projects/initiatives concerns such as:
  6. Health;
  7. Education;
  8. Environment;
  9. Livelihood and/or inclusive business;
  10. Can show evidence of ability to provide consulting or mentoring support to implementing units and/or in strengthening grantees/sub-recipients’ project management capacity
  11. Has excellent written and oral communication skills
  12. With a minimum of 5 years of experience handling programs and projects.
