Description of the mission

Reporting To: Nature-based Solutions Manager & Culture-based Conservation Manager

Department: Research and Conservation Program

Work Arrangement: Full-time; office & field-based with credits to work from home

Duration: Term (16 months) with potential continuance or reassignment to another project

Duty Station: Field office in Bukidnon with frequent fieldwork in Malaybalay, Bukidnon and Talaingod, Davao del Norte and occasional travel to main office in Davao City

BACKGROUND

The CRS Carbon Pilot is a partnership initiative between Catholic Relief Services (CRS) Philippines and the Philippine Eagle Foundation (PEF) with funding from CRS Innovative Climate Financing, aiming to guide and help the Bukidnon-Higaonon Tribal Association, Inc. (BUHITA) in Malaybalay, Bukidnon and the Ata Manobo IPO in Talaingod, Davao del Norte establish and demonstrate institutional and technical readiness of their respective communities and ancestral domains for a potential carbon project.

OBJECTIVE OF THE POSITION

The Project Coordinator shall provide overall coordination, technical supervision, stakeholder engagement, and implementation guidance for all deliverables, ensuring adherence to project timelines and compliance with frameworks. This role shall ensure that project implementation is transparent, accountable, and evidence-based through strong coordination, documentation, reporting, financial oversight, and learning systems.

SCOPE OF WORK AND KEY RESPONSIBILITIES

Community Entry & Governance

  • Supervise orientation activities with IP communities and stakeholders including NCIP, DENR, and LGUs.
  • Facilitate the co-development of community vision, governance profiles and guiding principles, as well as the enhancement of ADSDPPs and clarification of zoning maps related to carbon initiatives.
  • Ensure culturally appropriate and inclusive community engagement processes.

Consent-Building, Benefit-Sharing Guidelines & Carbon Resource Management Planning

  • Coordinate the provision of Legal Counsel for communities.
  • Facilitate community consultations with the Legal Counsel on carbon rights, risks and responsibilities, benefit-sharing principles, carbon pilot and carbon project frameworks.
  • Oversee the conduct of community-wide IEC activities.
  • Facilitate the co-development of Carbon Rights Agreement (CRA), Carbon Resource Management Plan (CRMP), and benefit-sharing guidelines with communities.
  • Facilitate community consultations with NCIP and Legal Counsel regarding CRA and CRMP.
  • Lead consent-building and validation activities with landowners and communities.
  • Facilitate the finalization of community-approved CRA documentation for future investor engagement.

Community-Based Forest Monitoring by Forest Guards

  • Supervise the establishment of community-based forest protection and monitoring systems, including monthly forest patrols and monitoring activities.
  • Oversee the training of Forest Guards on forest protection, forest and carbon monitoring using the KALUMBATA application.
  • Ensure proper documentation and reporting of monitoring activities.

Pre-FPIC Phase and FPIC Application

  • Lead discussions and processes related to pre-FPIC and FPIC requirements.
  • Oversee activities leading to the signing of the Certificate of Consent for carbon pilot.
  • Ensure Exercise Priority Rights (EPR) requirements are secured.
  • Facilitate community consultations with Legal Counsel and NCIP on FPIC processes.
  • Coordinate the preparation and submission of FPIC application documents for future carbon project.
  • Document lessons learned and policy recommendations emerging from FPIC implementation.

Grievance Redress Mechanism (GRM) & Feedback and Complaints Resolution Mechanism (FCRM)

  • Oversee the co-development of GRM and FCRM systems with communities and stakeholders.
  • Supervise roll-out trainings on GRM and FCRM procedures.
  • Monitor implementation and recommend adaptive improvements to grievance and complaints systems.

Regenerative Livelihood for Communities

  • Supervise socio-economic profiling and baseline data gathering activities.
  • Oversee livelihood assessments, gender-based assessments, rapid market assessments, and identification of biodiversity risks and opportunities.
  • Facilitate the co-development of Regenerative Livelihood Plan (RLP).
  • Oversee trainings on soil conservation, integrated pest management (IPM), non-timber forest product (NTFP) processing, and organic or low-input farming systems, where applicable.
  • Support market engagement and test marketing initiatives.
  • Oversee improvement of post-harvest handling and storage practices.

Agroforestry, Forest Restoration, Maintenance & Monitoring, and Risk Management

  • Lead the co-development of demonstration plans for agroforestry & forest restoration, satellite nurseries, and risk management systems.
  • Co-facilitate community consultations regarding restoration sites, demo plots, nursery locations, labor costs and arrangements, and operational protocols.
  • Oversee technical trainings on agroforestry & forest restoration, QR coding, restoration monitoring, fire prevention, pest control, invasive species management, occupational health and safety, and first aid.
  • Oversee the establishment and maintenance of two 2-hectare agroforestry and forest restoration trial plots.

Nursery Establishment & Maintenance

  • Co-implement the scoping and assessment of existing nurseries.
  • Oversee improvements of the central nursery at the Philippine Eagle Center (PEC).
  • Co-facilitate trainings on nursery establishment and maintenance.
  • Supervise the establishment and maintenance of 2 satellite nurseries with target production of 20,000 seedlings each.

Assessments on Carbon Stocks, Biodiversity, and Natural Capital

  • Oversee the pre-enrollment activities for landowners interested in the carbon project.
  • Co-facilitate community review and accomplishment of enrollment forms.
  • Supervise baseline assessments on carbon stocks, flora and forest composition, Philippine Eagle and biodiversity, natural capital and ecosystem conditions.
  • Ensure proper documentation and data management protocols.

Carbon Design and Co-development of Restoration, Nursery & Risk Management Plans

  • Facilitate the co-development of carbon design frameworks and models aligned with the CRMP.
  • Oversee the co-development of Forest Restoration Plan (FRP), Central and Satellite Nursery Plan (CSNP); and Risk Management Plan (RMP).

ARR Carbon Accounting, MRV, and M&E

  • Oversee training activities on ARR carbon accounting.
  • Facilitate the co-development of Monitoring, Reporting and Verification (MRV) systems and Monitoring and Evaluation (M&E) Plans for carbon project.
  • Ensure timely consolidation of monitoring and reporting data.

Project Management & Reporting

  • Oversee the punctual scheduling of activities, requisition and accounting of budget allocations, and implementation of project deliverables.
  • Lead the collective writing, database organization, and finalization of bi-annual progress reports, bi-annual financial reports, co-developed plans, forest monitoring reports, field assessment reports, readiness notes, and final (completion) report.
  • Supervise and collaboratively work with Community Development Workers, MEAL Officer, Foresters, Biologists, Nursery Officer, Finance Officer, Driver, and other PEF staff.
  • Receive guidance from and participate in planning with the Nature-based Solutions Manager, Culture-based Conservation Manager and Director for Operations internally and with the CRS team and its other partners externally.

Profile

  • Bachelor’s degree in Forestry, Agroforestry, Environmental Science, Natural Resource Management, Biology, Community Development, Social Sciences, or related fields. Master’s degree is an advantage.
  • At least 5 years of relevant experience in community-based natural resource management, forest restoration, Indigenous Peoples engagement, carbon projects, rural development, and environmental governance.
  • Cultural sensitivity and ethical engagement with IP communities.
  • Familiarity with FPIC processes, NCIP policies, Philippine environmental laws, and carbon principles.
  • Skills and experience in team leadership, project management, field coordination, community facilitation, participatory planning, conflict resolution, consent-building, multi-stakeholder collaboration, report writing, data management, and monitoring systems.
  • Willingness and ability to work in remote field conditions and in situations that require continuous improvement and adaptive management.
  • Excellent communication skills; knowledge of local dialects is an advantage.
  • Residency or willingness to relocate in Bukidnon is preferred.
