About The Project

Plan International Pilipinas is launching Youth RISE, a transformative 3-year initiative designed to tackle youth unemployment in the Philippines. This project focuses on equipping marginalized youth, especially young women, with the tools, skills, and opportunities to access decent work and pursue entrepreneurship.

In a country where nearly 1 in 5 young people are NEET (Not in Education, Employment, or Training), Youth RISE aims to break barriers caused by poverty and gender norms. We will work hand-in-hand with communities, local governments, and institutions to build sustainable pathways to economic empowerment.

Your Role: Project Officer

As Project Officer, you will play a central role in bringing the project to life at the community level. You will work directly with youth, local leaders, and partner institutions to ensure that project activities are inclusive, empowering, and responsive to local realities.

This is a field-based role for someone who thrives in participatory environments and is passionate about creating space for young people to lead change in their communities.

Key Responsibilities

  • Conduct community assessments to identify strengths, gaps, and opportunities for youth development.
  • Facilitate project activities that uphold safeguarding, gender equality, and inclusive learning principles.
  • Coordinate and support skills training for youth in employment and entrepreneurship, tailored to local market needs.
  • Engage with LGUs, private sector partners, and civil society to promote youth-friendly policies and community campaigns.
  • Identify and mentor youth groups to become active champions of change.
  • Support monitoring, evaluation, and learning (SAPIME) processes throughout the project lifecycle.
  • Contribute to Plan’s emergency response efforts when needed.

➔ Profile

What You Bring

Education: Bachelor’s degree in social sciences, education, development studies, or related fields.

Experience: At least 3 years of experience in community organizing and youth development, with practical knowledge in gender equality, GBV prevention, ASRHR, and participatory approaches.
