ROLE PURPOSE
Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls. Working in more than 80 countries, Plan International partners with communities, civil society, and governments to address the root causes of injustice, inequality, and exclusion affecting children and young people.
Plan International Thailand (PIT) has been operating since 1981, with programmes implemented across Chiang Mai, Chiang Rai, Phuket, Phang Nga, and the Greater Bangkok area. PIT’s work spans Child Protection, Early Childhood Care and Development, Disaster Risk Management, Sexual and Reproductive Health and Rights, fair recruitment practices for migrant families, youth economic empowerment, and advancing the rights of stateless and migrant children and youth.
Under the Country Strategy (2022–2027), Plan International Thailand is deepening its focus on advancing children’s rights and achieving equality for girls and young people in all their diversity. This includes a strong emphasis on gender‑transformative approaches and Plan International’s Areas of Global Distinctiveness (AOGD), particularly youth employment and empowerment, sexual and reproductive health and rights, protection, and empowering children and youth to shape their own life course.
The People and Culture Senior Officer plays a critical role in enabling this strategy by ensuring effective, compliant, and values‑driven people and culture practices that support staff, leaders, and organisational performance.
DIMENSIONS OF THE ROLE
The People and Culture Senior Officer reports to the HR & Administration Manager and is responsible for the end-to-end delivery of People and Culture operations, including recruitment and onboarding, compensation and benefits, HR systems and records management, learning and development, employee relations, and HR compliance.
The role serves as a key point of contact and process owner for People and Culture operations, ensuring that all relevant processes are implemented efficiently, consistently, and in compliance with Plan International policies, procedures, safeguarding standards, and applicable Thai labour and immigration laws.
The position supports managers and staff by providing P&C guidance and operational support, contributing to a positive employee experience, strong internal controls, and effective people management. The role also ensures that People and Culture practices are aligned with Plan International Thailand’s Country Strategy, Regional People & Culture priorities, and Plan International’s Global Strategy, including commitments to safeguarding, gender equality, diversity, equity, and inclusion.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Essential
• Bachelor’s degree in a related field
• Demonstrated 3 years or more of relevant professional experience.
• Strong skills in spoken and written Thai and English are a must.
• Strong conceptual, analytical, teamworking and networking skills.
• Strong support and commitment to children’s rights, gender equality, and social
inclusion
• Practical working knowledge in the use of relevant software (MS Office etc..)
• Knowledge of Thai Labour law
Desirable
• Proven track record in an INGO/NGO environment
• Experience in using HRIS such as Peoplesoft, Success factor
• Experience in using Business plus software (local payroll)
• Experience in process expat visa and work permit
• Experience in using digital tools including AI in HR work
