Position Overview

Rare is looking for a talented professional to fill the role of Director, Program Implementation, who provides strategic leadership in the end-to-end management of a portfolio of programs of Fish Forever Philippines. S/he exhibits a solid blend of leadership and management, technical expertise, and operational excellence to drive high quality impact and sustainability of programs outcomes. S/he will manage the Program Implementation Managers in defining work and budget plans, monitoring, implementation, adapting to relevant changes and contexts. S/he identifies opportunities for synergies, partnerships, and collaborations with individuals and institutions that will be instrumental in the successful delivery of the goals of the programs.

Essential Functions

Program Strategy, Leadership, and Management

  • Lead in defining the program strategy, goals, work plan, budget, and resources in alignment with the overarching Fish Forever country program strategy
  • Manage the full spectrum program cycle from planning, implementation, monitoring, and evaluation
  • Ensure that expert and operational guidance is provided to the managers to ensure alignment, efficiency, and effectiveness in the implementation
  • Ensure that program execution adheres to the prescribed standards, timeline, and resource utilization guidelines
  • Provide support in various initiatives relative to resource mobilization and fundraising
  • Lead risk assessment and mitigation, spotting issues, and designing interventions or corrective actions
  • Continuously assess programs, projects, and partnerships to identify strengths, weaknesses, opportunities and threats for more strategic decision-making

Stakeholder Engagement

  • Build and/or strengthen relationship with diverse stakeholders, such as direct site, clusters, or sub-national partners, to lobby/push forward the Fish Forever agenda
  • Design innovative approaches on partnership development, collaboration, and engagement
  • Continue to build/sustain trust and credibility among stakeholders through transparency and consultation
  • Develop and sustain productive and meaningful relationship with donors through clear reporting and open communication, engagement in relevant activities, and feedback-giving.

Communication and Reporting

  • Support continuous learning and innovation by documenting and sharing program learnings and insights to stakeholders
  • Ensure that reporting requirements are adhered to on time and according to high-quality standards
  • Adhere to financial disbursements and liquidation guidelines in the preparation and submission of financial reports
  • Lead and provide guidance in the preparation of periodic reports about the status of program with appropriate language customized to fit various audiences such as donors, partners, government, and communities

People Management and Development

  • Lead, manage, and continuously develop a team responsible for program implementation to ensure optimum people and program performance
  • Ensure that the full cycle performance management from goal setting, continuous coaching and mentoring, to evaluation are appropriately supported
  • Foster a team culture that animates the organizational core values, demonstrating accountability, performance, learning, and innovation

➔ Profile

Education and Experience

  • Degree in Sociology, Environmental Science, Natural Resource Management, Social Sciences or other related fields
  • Demonstrated experience in program and project leadership and management, organizational development, strategy development, community development, and partnership management
  • Proven skills in negotiation and risk management
  • Solid experience in working with diverse stakeholders including government partners, coastal communities, and others
  • Comfortable in managing ambiguities and changing priorities
  • Strategic, critical thinker, innovative, and results oriented
