Overview
The Philippines SIBOL Activity is a five-year project working to support the Philippine government to achieve its goals of improving natural resource governance in terrestrial and marine landscapes and stimulating public and private sector investments, leading to greater ecosystem stability and inclusive green growth.
On its 4th year of implementation, the project is working at both the national and local levels in coordination, support, and partnership of the DENR, the DA-BFAR and USAID. In addition, SIBOL works in four project sites that are key focal biodiversity areas following SIBOL’s Planetary Health Approach principles: (1) using a landscape approach for natural resource governance; (2) “counting what counts” with regard to data analysis and tools that can feed into the measurement of ecosystem benefits; and (3) engaging the government, private sector, and civil society organization partners at the national and site level to ensure sustainability of the interventions beyond the life of the project.
SIBOL provided technical and logistical support in facilitating the series of workshops and capability enhancement in formulating the 5-year FLR Plan in collaboration with Palawan Government Environment and Natural Resources Office and Palawan Council for Sustainable Development. There are 10 clustered LGU landscapes/seascapes that were identified are presented below:
Mainland – 3 Major Landscapes
- Landscape 1 – MMPL (Bataraza, Brooke’s Point, Sofronio Espanola, Quezon, Rizal)
- Landscape 2 – VAMR (Puerto Princesa City, Aborlan, Narra, part of Quezon)
- Landscape/Seascape 3 – El Nido, Taytay, Roxas, San Vicente
Island Landscapes/Seascapes
- Landscape/Seascape 4 – Dumaran, Araceli Islands
- Landscape/Seascape 5 – Ketong, Kalabugtong, Batas, Iloc, Linapacan
- Landscape/Seascape 6 – Busuanga, Coron, Cullion
- Landscape/Seascape 7 – Cuyo, Magsaysay, Agutaya
- Landscape/Seascape 8 – Balabac, Bugsok, Bancalan Island
- Landscape/Seascape 9 – Kalayaan Group of Islands
- Landscape/Seascape 10 - Cagayancillo
Given the wide coverage of the FLR Plan and the need to complete the narrative per landscape in May 2024, SIBOL intends to engage the services of four (4) Technical Writers as short term technical consultants to focus mainly on the writing of the narrative for each assigned landscape.
Responsibilities
Detailed Scope of Work
Gather, review and finalize materials/data sets provided by partner LGUs, PGENRO and PCSDS including maps of the following:
- Slope
- Elevation
- Vegetative Cover/Forest Density
- Forest Cover Change Analysis
- Watersheds
- Tenure (CBFMA, Protected Area, CADT, etc)
- Mining Tenement
- ECAN
- Population/Settlement Map/population Density Map
- Biodiversity Area
- Geohazard (landslide, flood, liquefaction areas, etc)
Write the narrative of each assigned area of coverage as outlined below:
- Background and Rationale
- Process and methodologies
- Scope and limitations
- Analysis
- Vision, Mission, Goals, and Objectives
- FLR opportunities in the landscape
- Priorities for FLR
- Strategies and Recommendations including work and financial plan
Present the draft narrative through small group discussion via ZOOM; and
Integrate and finalize the draft based on the comments received during the online small group based discussion.
