Role Dimensions:
Based in Pattani, the Project Coordinator leads the delivery of an ECHO‑funded DRR and anticipatory action project in Southern Thailand, managing partners, budgets, and field teams. The role coordinates with provincial, national, and regional stakeholders, including DDPM, ASEAN mechanisms, UN agencies, and Save the Children regional teams, and represents Save the Children Thailand at area level in a complex, conflict‑affected context.
External Representation: The Project Coordinator serves as Save the Children Thailand’s operational focal point in the field, engaging routinely with government counterparts and local stakeholders to support coordination, problem‑solving, and day‑to‑day representation, while ensuring Save the Children maintains an active presence and effective working relationships in the area.
KEY AREAS OF ACCOUNTABILITY:
Project Management and Reporting
- Lead overall management, coordination, and implementation of the ECHO project in Southern Thailand, ensuring alignment with approved proposals, donor requirements, and Save the Children quality standards.
- Oversee project administration, staffing, procurement, logistics, and compliance, ensuring timely delivery of activities and outputs.
- Line‑manage and mentor Project Officer, supporting capacity building, career development, and professional growth.
- Hold primary responsibility for project budget management, including monitoring expenditure against plans, ensuring cost accuracy, and compliance with donor and SC financial policies.
- Develop, update, and use project management tools (PRIME, workplans, risk registers, MEAL trackers) to ensure effective delivery and risk management.
- Work closely with thematic advisors (including Climate Change and Green Jobs Technical Advisor, and Child Protection Technical Advisor) to ensure quality implementation, child safeguarding, and child‑safe programming standards.
- Ensure project progress is regularly monitored through systematic data collection, analysis of indicators, and documentation of results.
- Ensure donor and internal reporting requirements are met, including high‑quality narrative and financial reports, in coordination with thematic advisors and support teams.
- Ensure donor compliance, including documentation, visibility, and audit readiness.
- Systematically document lessons learned, challenges, and success stories, and promote their use for learning, adaptation, and advocacy at national and regional levels.
Technical Leadership in DRR, Preparedness, and Emergency Response
- Provide technical leadership on DRR, emergency preparedness, early warning systems, and anticipatory action, ensuring activities are contextually appropriate for the Deep South.
- Support the development, testing, and maintenance of contingency plans, SOPs, and early action mechanisms at targeted community, school, and local authority levels.
- Coordinate with thematic advisors to facilitate community‑based and school‑based preparedness, child protection in emergencies, and inclusive DRR trainings in target areas.
- Ensure that challenges related to access, security, conflict sensitivity, and vulnerability in the Deep South are appropriately addressed in project design and implementation.
- Contribute to Save the Children Thailand’s strategic planning processes, particularly related to DRR, emergency preparedness, anticipatory action, and programming in conflict‑affected and disaster‑prone areas.
- Support proposal development efforts by contributing contextual analysis, technical inputs, lessons learned, partner insights, and field‑based evidence for new funding opportunities at national and regional levels.
Partnership Management and Capacity Strengthening
- Manage relationships with implementing partners, ensuring effective collaboration, compliance with sub‑award agreements, and adherence to SCI and donor standards in finance, logistics, and management.
- Provide technical and organizational development support to partners, including follow‑up on agreed capacity development plans.
- Monitor partner performance against agreed indicators and workplans, addressing issues proactively.
- Ensure timely fund transfers to partners, except where compliance or performance issues justify delays.
- Work with partners to document good practices, lessons learned, and evidence for national and regional advocacy.
Representation and coordination (internal and external)
- Represent Save the Children in project‑related coordination and technical forums at provincial, national, and regional levels.
- Lead coordination and advocacy with key government stakeholders, particularly the Department of Disaster Prevention and Mitigation (DDPM), education authorities, and social development agencies.
- Engage actively with ASEAN mechanisms, regional platforms, and Save the Children regional teams to contribute learning from Thailand to regional frameworks and guidance.
- Strengthen inter‑agency collaboration with UN agencies, NGOs, civil society organizations, and community groups, with a strong focus on child‑centred and inclusive preparedness.
- Facilitate effective communication between field teams, Pattani‑based staff, Bangkok teams, and regional/thematic leads on context, security, achievements, and operational challenges.
Pattani Office Representation and Area Support
- Act as Save the Children Thailand’s focal representative in the Pattani office, supporting organizational presence and coordination in the Deep South.
- Contribute to area‑level decision‑making, coordination, and problem‑solving in collaboration with other programmes and support functions.
- Support internal coordination related to safety, security, access, and contextual analysis in the Deep South.
