Responsibilities:

We are seeking a motivated and resourceful Assistant Manager to drive the coordination and delivery of our digital and youth development programmes in Asia. In this role, you will be responsible for overseeing programme implementation, contributing to the development of digital initiatives that promote inclusion and sustainability, and supporting youth development projects, particularly where they intersect with digital empowerment and capacity building.

You will work closely with internal teams and external partners to ensure effective execution, stakeholder engagement, and continuous improvement of our programmes. This role provides an opportunity to make a tangible contribution to our mission of fostering sustainable development and strengthening international cooperation in the region.

Programme Design, Management & Evaluation

  • Contribute to the conceptualisation and coordination of youth development and digital programmes, including research, planning, logistics, and partner/vendor management.
  • Coordinate and oversee programme activities to ensure smooth and effective implementation.
  • Drive the development of SIF’s digital portfolio by supporting research, coordination, and rollout of new initiatives.
  • Manage programme administration, including budgeting, procurement, documentation, and reporting.
  • Implement programme monitoring and evaluation by collecting data, tracking KPIs, and preparing progress reports for internal and external stakeholders.

Partnership Building & Stakeholder Engagement

  • Engage and liaise with stakeholders such as government agencies, NGOs, technology companies, educational institutions, and community partners to strengthen programme outcomes.
  • Prepare communication and publicity materials (e.g. presentations, briefing notes, reports, social media/marketing content) in collaboration with the Communications & Engagement team.
  • Coordinate logistical and programme-related support for senior management’s external engagements, ensuring timely preparation of materials and smooth execution.

Administration & Financial Management

  • Manage and track programme budgets, ensuring timely submission of expense reports and compliance with organisational policies.
  • Manage procurement processes, including preparing ITQs/RFPs, liaising with vendors, and ensuring proper record-keeping.
  • Maintain programme documentation and ensure accurate filing and compliance with policies.
  • Provide operational support to the team, including coordinating meetings, preparing minutes, and following up on action items.

➔ Profile

Requirements:

  • Bachelor’s degree, preferably in information and Communication Technology (ICT), Social Sciences, Communications, Public Policy or humanities-related discipline. Certifications in project management, digital development, or youth engagement are advantageous.
  • 3–5 years of relevant experience in designing and delivering youth programmes/community development programmes and/or digital learning/development programmes.
  • Experience in managing end-to-end programmes, including the conception through execution and evaluation.
  • Experience in cultivating and managing partnerships with various stakeholders, including government agencies, NGOs, private sector partners, philanthropic organisations, and international bodies.
  • Strong project coordination skills, including planning, organisation, and time management, with the ability to handle multiple tasks effectively.
  • Knowledge of digital development issues (e.g. digital access, literacy, safety, and emerging technologies), with a willingness to learn and grow expertise in the Asia context.
  • Familiarity with monitoring and evaluation processes, including data collection, reporting, and using feedback to improve programmes.
  • Effective communication skills (written and spoken), with good problem-solving abilities and confidence in facilitating small group discussions.
  • Team player who is proactive, adaptable, and detail-oriented, with a commitment to inclusivity and responsible use of digital tools and data.
  • Singaporean.
