Description of the mission

About the Role

Reporting to the Executive Director, the Deputy Executive Director (DED) is a strategic and operational leader responsible for driving organizational effectiveness, sustainability, and cross‑departmental alignment. This role ensures that SPCA (Hong Kong) operates with excellence, leveraging people, data, and technology to advance our mission.

The DED oversees Technology, Facilities, Procurement, Risk & Safety, and jointly leads HR and Finance with the Executive Director. The successful candidate will champion operational discipline, digital transformation, and a people‑centred culture that supports growth and impact.

Key Responsibilities

Organizational, Operational & Strategic Leadership

  • Provide executive oversight of core operations to ensure performance, accountability, and alignment with strategic priorities.
  • Lead multi‑year strategic and operational planning, integrating programmes, budgets, resources, and performance indicators.
  • Drive continuous improvement, efficiency, and data‑driven decision‑making through KPIs, analytics, and structured reporting.
  • Prepare clear, insightful reports and recommendations for the Executive Director, Board, and committees.

Technology Leadership

  • Develop and implement SPCA’s technology roadmap, covering infrastructure, CRM, digital tools, automation, and enterprise systems.
  • Oversee technology project delivery with strong change management, programme governance, and stakeholder communication.
  • Enhance digital capabilities to improve customer experience, operational workflows, and system integration.

Facilities, Procurement, Safety & Compliance

  • Oversee all SPCA centres, ensuring safe, efficient, and sustainable operations.
  • Lead capital projects, renovations, and long‑term facilities planning to support organizational growth.
  • Strengthen procurement governance, transparency, inventory management, and cost management.
  • Chair the Risk & Safety Committee, ensuring effective risk mitigation, policy updates and crisis readiness.

People & Culture (Co‑lead with ED)

  • Partner with the ED and HR Head to shape people strategies, workforce planning, organizational development, and culture.
  • Support the implementation of people‑centric practices, leadership development, and performance management frameworks.

Finance, Data & Performance (Co‑lead with ED)

  • Work with the ED and Finance Head to translate financial data and KPIs into strategic insights and forecasts.
  • Meet annual plans and strategic KPIs. Communicate to Exco and direct reports on performance against plan.
  • Support financial discipline, scenario planning, and performance analysis to support long-term sustainability.

Profile

Requirements

  • Degree in business, management, finance, or a related field.
  • Minimum 15 years’ work experience, including 5+ years in senior leadership roles.
  • Strong analytical and strategic thinking skills; data-driven approach to decision making.
  • Proven success in digital transformation, process improvement, and operational excellence.
  • Experience overseeing technology, facilities, procurement, HR, and/or finance functions.
  • Skilled in change management, organizational development, and people leadership.
  • Able to manage complexity with clarity, resilience, and strong prioritization.
  • Excellent interpersonal and communication skills, with the ability to build trust with diverse stakeholders.
  • Prior management experience in veterinary or medical practices would be an advantage
  • Fluency in written and spoken English and Cantonese.
