➔ Description of the mission

SUMMARY OF THE ROLE

The Outreach Social Worker provides direct social welfare services to vulnerable children and families in the community. The role includes case management, regular home visits, coordination with local partners, and detailed reporting to ensure children’s safety, education, emotional well-being, and successful reintegration into their families and community.

Duties & Responsibilities:

Programme Development

  • Provide input, based on field observations and community needs, to the annual implementation and budget planning for Sunrise Cambodia.
  • Identify service gaps and recommend new outreach projects to support vulnerable children and families.

Case Management & Service Delivery

  • Develop and implement individualized support plans for each child and family.
  • Conduct or organize pre-assessments for children before they are placed in the Residential Care Center, ensuring all decisions are based on safety, best interests of the children.
  • Conduct regular home visits to assess safety, emotional well-being, living conditions, and family dynamics.
  • Maintain accurate case files and write case notes for all follow-ups and community activities.
  • Coordinate school enrollment, document transfers, and attendance follow-up for children from Grade 1–12, higher education, and vocational training.
  • Provide necessary materials such as uniforms, school supplies, and extra classes.
  • Monitor academic performance and collaborate with teachers and families to overcome learning challenges.
  • Provide ongoing support to reintegrated children, ensuring access to services that promote safety and stability.
  • Conduct post-reunification assessments covering education, security, emotional well-being, health, and family income.
  • Identify vocational training programs and job-skills opportunities for youth.
  • Provide children and youth with updated information on scholarships, training, and employment opportunities.
  • Organize awareness sessions on important community issues such as Sunrise programs, health education, alcohol use, and gambling.

Communication

  • Work collaboratively with relevant Project Coordinators, the RC Social Worker, and Sunrise staff, including team management.
  • Attend weekly team meetings, monthly all-staff meetings, and relevant external workshops and conferences.
  • Coordinate and develop good relationships with local authorities, government representatives and partner organizations to ensure holistic support for children’s needs.

Management, Monitoring & Compliance

  • Participate in the staff performance appraisal process, including annual reviews, mid-year reviews, and regular supervision meetings.
  • Follow and promote all Sunrise Cambodia safety, security, and safeguarding policies.
  • Uphold Sunrise Cambodia’s Child Protection and PSEAH (Protection from Sexual Exploitation, Abuse and Harassment) obligations.
  • Comply with all financial, personnel, and operational policies with high levels of integrity.
  • Report damaged or lost assets to Admin and the line manager promptly.
  • Record vehicle usage correctly in the logbook.

Additional Responsibilities

  • Travel to field locations independently or with team members using a motorcycle or vehicle; occasional overnight stays may be required.
  • Perform other tasks assigned by the Social Work Coordinator or Operations Manager to support program objectives.

Qualifications:

  • Bachelor's Degree in social work, or a relevant field.

Skills & Knowledge:

General & Technical Skills

  • Experience in direct child welfare case management and counseling.
  • Commitment to and knowledge of human rights, child rights, child protection, Protection from Sexual Exploitation, Abuse and Harassment Policy, and Cambodian Labour Law.
  • Fluent in written and spoken English.
  • Knowledge of the internet and email and computer literacy with MS Office.

  • Be friendly and hardworking, with strong ethical conduct when working with vulnerable children.
  • Honesty and willingness to work with children and the community.
  • Be able to communicate well and be able to work under pressure.
