Description of the mission

Role Purpose

Own TFM's government relationships at state and district level, supporting the Head of Public Sector in setting the direction of TFM's public sector partnerships and creating a stakeholder engagement strategy that enables programme delivery across both Program Duta Guru and the Fellowship. This role leads, manages and develops the SE team, ensures contractual obligations are met, and represents the public sector partnerships function both internally and externally.

Principal Accountabilities(Recommendation)

  • Own TFM's programme-level partnerships with key public sector partners including MOE and Yayasan PETRONAS, managing day-to-day relationships, ensuring alignment on delivery expectations, and engaging other relevant government stakeholders as programme needs evolve.
  • Drive the delivery of all programme key engagement activities, such as Mesyuarat Jawatankuasa, Sesi Libat Urus, roundtables, roadshows, ensuring every touchpoint is purposeful, well-executed, and accurately reported to reflect programme progress and impact.
  • Build and strengthen JPN and PPD as active programme delivery partners, equipping and empowering state-level stakeholders to lead on implementation while maintaining a strong and consistent TFM presence across both PDG and Fellowship
  • Serve as secretariat for Program Duta Guru governance committees, including the Monthly Check-In, Quarterly Working Committee, and annual Curriculum Committee, ensuring each meeting is well-prepared, decisions are clearly documented, and agreed actions are followed through
  • Work closely with cross functional teams to ensure stakeholder engagement efforts are coordinated, sequenced and aligned with broader programme and organisational needs.
  • Line manages Stakeholder Engagement Associates and Senior Associates, providing direction, coaching, and performance support to build team capability across both portfolios.
  • Advocate for TFM’s mission and represent the organisation in steering committees or governance forums, building TFM’s credibility and profile with relevant public sector stakeholders, in coordination with Head of Public Sector Partnerships.

Technical & Functional Competencies:

  • Expertise in recruitment strategy development, pipeline management, and stakeholder engagement.
  • Strong understanding of brand positioning, marketing, and communications in talent attraction.
  • Data-driven decision-making skills, with the ability to analyse recruitment trends and adjust strategies accordingly.
  • Knowledge of government and corporate engagement strategies, with experience navigating public-private sector relationships.
  • Strong project management skills, with the ability to oversee multiple recruitment cycles and engagement initiatives.
  • Strong persuasive communication skills to articulate programme impact effectively.
  • Strong written and verbal skills and excellent proficiency in English and strong proficiency in Bahasa Malaysia.

Experience & Qualifications

  • Minimum 7 years of experience in partnership development, stakeholder engagement, or public relations, preferably in the education, corporate, or non-profit sector.
  • Bachelor's degree in Public Relations, Communications, Public Policy, Recruitment or a related field.
  • Strong track record in managing relationships with diverse stakeholders, including government agencies, corporate partners, and community leaders.
  • Experience in designing and executing engagement strategies, including events, advocacy campaigns, and collaborative initiatives.
  • Proven experience in managing large-scale recruitment campaigns, relationship-building with key stakeholders, and executing strategic outreach plans.
