
The program
The Australia Cambodia Partnership for Climate Resilience (ACP4Climate) is the flagship climate investment of the Australian Government in Cambodia. Supported by the Australian Department of Foreign Affairs and Trade (DFAT), ACP4Climate helps Cambodia adapt to and reduce vulnerability to climate change through improved integrated water resource management and strengthened community-based resilience.
Tetra Tech International Development implements ACP4Climate in partnership with the Royal Government of Cambodia. ACP4Climate works with government, private sector, and civil society partners to strengthen national and subnational water planning, guide climate-resilient water investments, and scale inclusive and innovative solutions for climate-resilient water management. ACP4Climate works closely with women, persons with disabilities, Indigenous Peoples, and marginalised groups to ensure that they shape and benefit from improved water governance.
The role
Under the supervision of the Operations & Grants Lead, the Finance Specialist is responsible for leading the implementation and management of the ACP4Climate in-country financial management system to ensure accurate, transparent and compliant financial operations. The role drives financial planning, budgeting, reporting and expenditure monitoring to ensure the program meets DFAT financial management, audit and accountability requirements.
The Finance Specialist plays a key role in maintaining strong internal financial controls, supporting the administration of program grants and procurements, and ensuring financial documentation is accurate and audit ready. The position contributes to maintaining the integrity and financial sustainability of ACP4Climate while enabling efficient program implementation.
Key Responsibilities
- Lead the implementation and day-to-day management of the program’s in-country financial management system, ensuring strong internal controls and compliance.
- Manage financial transactions, payment processes and financial record keeping in accordance with program policies and donor requirements.
- Oversee preparation of budgets, financial forecasts and expenditure tracking for annual workplans and program implementation.
- Prepare accurate monthly financial reports and financial documentation to support reporting to DFAT and internal management.
- Monitor program expenditure against budgets and support financial analysis to inform management decision-making.
- Oversee month-end close processes and ensure timely completion
- Maintain organised and audit-ready financial records and documentation in preparation for financial reviews and audits.
- Provide financial oversight of grant budgets, expenditure, and reporting, ensuring compliance.
- Provide financial review of procurement processes, including verification of cost and compliance to financial controls.
- Supervise and mentor finance staff, including the Financial Officer, ensuring strong financial practices and professional development.
- Support continuous improvement of financial systems, processes and reporting practices.
