Responsibilities:

Donor Management

  • Manage all aspects of grant management, including donor reporting, contractual compliance, and monitoring and evaluation.
  • Write concept notes, project proposals and programme briefs for donors, with the support of programme departments to sustain current levels of funding
  • Review and draft budget narratives, coordinating closely with the finance team, for donor reports, work plans and proposals.
  • Track the progress towards contracted donor outputs and targets and provide timely feedback to the Operations Manager, Programme Manager and International Finance Manager when adjustments are required
  • Develop targets for operational and staff capacity building activities, with the Operations Manager and HR Manager to be included in project proposals.
  • Maintain strong working relationships with donors, including representing HALO at relevant meetings and events and organizing field visits as required.
  • Support the Programme Manager to seek out new funding opportunities
  • Lead on FCDO, SDC, and GFFO contracts and coordinate with HALO's UK, US and Europe HQ departments on relevant contracts as required
  • Provide management support on Irish Aid, PM/WRA, the Canadian Weapons Threat Reduction Program, and Caerus contracts as required, and lead in the absence of fellow Programme Officer

Project Management

  • Manage the design, planning, and implementation of projects and initiatives taken as part of the lead contracts

Team Management

  • Manage the Projects Officer: content planning and gathering for reports and both internal and external communication, QC and analysis of qualitative and quantitative EORE data, and monitoring EORE field visits.
  • Manage the Field Evaluation teams to collect quality pre- and post-clearance and other socio-economic data to measure the impact of HALO's work.
  • Provide management support on the Explosive Ordnance Risk Education teams in the absence of fellow Programme Officer.
  • Uphold safeguarding principles at all times and strengthen reporting mechanisms within the Projects team.

Partnerships

  • Evolve nascent partnerships, nurture existing ones, and look to develop new partnerships with environmental, development, medical, victim assistance, inclusion, and WASH local and international partners in Cambodia.
  • Attend national and international workshops and conferences, incl. CMAS workshops, and TWGs/TRGs
  • Coordinate and oversee the design and implementation of capacity building for the Cambodian Mine Action Authority under the FCDO contract.

Media and communication

  • Oversee the development of internal communications and the roll-out of internal monthly newsletter.
  • Support in the development and preparation of programme publications, including presentation materials such as brochures, briefing documents, displays and powerpoints.
  • Support in the development and conduct of events
  • Draft monthly SITREPs for the Programme Manager.

General Support

  • Support with hosting visitors: overseeing the planning, execution and management of actions related to visits in collaboration with the DPM.
  • Support on the identification and implementation of staff welfare measures
  • Support the drafting of strategic documents
Profile

Requirements

  • Fluent in written and spoken English
  • 3+ years of experience within a humanitarian or development organisation. Experience in the mine action sector would be a significant added value
  • Experience in contract monitoring and management, including understanding of donor obligations and compliance
  • Experience working with a variety of donor types, such as government, private, corporate and foundations
  • Effective communication skills, able to produce high quality written and presentation products appropriate for the intended readership or audience
  • Experience with donor report and proposal management, review, and editing
  • Experience in project management and partnership development, preferably on livelihood and socio-economic development in a post-conflict setting (development-humanitarian nexus)
  • Familiarity with budget monitoring
  • Experience monitoring project performance against indicators
  • Monitoring and evaluation skills, including logframe and survey design, data collection and analysis, and production of reports
  • Strong numeracy and IT skills and proficient in the use of Microsoft Excel
  • Good cultural awareness, able to adapt to different workplace cultures.
  • A practical and adaptable person willing to work towards team development and capacity.
