Job Responsibilities & Duties

  • Program Leadership and Strategic Management
  • Lead the overall planning, implementation, and management of the SACHAS Program.
  • Ensure that the program aligns with NGOF’s strategic priorities, mission, and values.
  • Translate program objectives into annual workplans, implementation strategies, and measurable results.
  • Provide strategic guidance to ensure program relevance in addressing key and emerging issues affecting communities and partner organizations.
  • Promote synergies across projects, partners, and thematic areas under the SACHAS Program.
  • Project Oversight and Coordination
  • Oversee the implementation of all projects under the SACHAS Program, including initiatives related to responsible investment, land governance, and advocacy.
  • Ensure timely, high-quality, and results-based delivery of project activities, outputs, and outcomes.
  • Supervise and support project staff, consultants, and partner organizations in implementing approved plans.
  • Monitor project progress and address implementation challenges in a timely and effective manner.
  • Ensure coordination and complementarity between the program’s different projects and stakeholders.
  • Partnership and Stakeholder Engagement
  • Strengthen collaboration with NGOF members, civil society partners, community networks, youth groups, government institutions, development partners, and the private sector.
  • Represent the SACHAS Program in meetings, consultations, technical working groups, and public events.
  • Foster collective actions among stakeholders in response to key development, land, and investment-related issues.
  • Build and maintain strong working relationships to support advocacy, policy engagement, and joint initiatives.
  • Advocacy, Policy Engagement, and Knowledge Management
  • Lead programmatic support for evidence-based advocacy and policy engagement related to responsible investment and land governance.
  • Ensure that learning, research findings, and community evidence are translated into advocacy messages, policy recommendations, and public communication products.
  • Support the production of analytical reports, briefing papers, position papers, and knowledge products.
  • Promote documentation, learning, and knowledge-sharing across projects and among stakeholders.
  • Promote public awareness on the adopted policies and laws through social medias, workshops, and youth platform
  • Create and facilitate a team of METRI youth ambassador to promote METRI modeling and public awareness on the adopted policies and laws
  • Support and/or develop a set of guidelines to promote local inclusive partnership
  • Identify and select target communities (especially communities along Mekong River, surrounding Tonle Sap, Ramsar, Costal, CPA, CFi, CF, and ACs) to be implement the community sustainable model
  • Build a partnership with all relevant stakeholders (at least 8 actors within the community) in the selected target communities
  • Conduct exposure visits with the selected community to other communities that are well established/role model
  • Monitoring, Evaluation, Reporting, and Learning
  • Ensure effective monitoring, evaluation, accountability, and learning systems are in place for the SACHAS Program.
  • Track progress against indicators, workplans, and budgets.
  • Prepare or oversee the preparation of quality narrative reports, donor reports, and program updates.
  • Use evidence and feedback to improve program strategies and implementation.
  • Ensure proper documentation of achievements, lessons learned, and challenges.
  • Financial and Resource Management
  • Oversee program budgets and ensure effective, transparent, and accountable use of resources.
  • Work closely with finance and operations teams on budget planning, expenditure tracking, forecast revision, and financial reporting.
  • Ensure compliance with NGOF financial policies and donor requirements.
  • Support fundraising, concept development, and proposal writing for program expansion and sustainability.
  • Team Management and Capacity Strengthening
  • Provide leadership, supervision, coaching, and performance support to program staff.
  • Foster a collaborative, inclusive, and accountable working environment.
  • Identify staff and partner capacity-building needs and facilitate relevant support.
  • Encourage innovation, teamwork, and continuous learning within the program.

Profile

Qualifications:

  • Master's Degree in NRM, Agriculture, Rural Development, Social Policy or relevant field.
  • Bachelor's Degree in or higher in development studies, social sciences, law, public policy, environmental studies, international development, or a related field

Work History:

  • At least of relevant experience in program management, project coordination, advocacy, or civil society development for 5 years

Skills & Knowledge:General & Technical Skills

  • Strong knowledge of land governance, responsible investment, policy advocacy, and community engagement in Cambodia.
  • Proven experience in managing donor-funded projects and multi-stakeholder partnerships.
  • Demonstrated experience in team leadership, program planning, monitoring, and reporting.
  • Strong understanding of Cambodian civil society, government systems, and policy processes.
  • Experience in research, evidence generation, and translating findings into advocacy actions is an advantage.
  • Strong organizational and financial management skills.
  • Excellent report writing and communication skills in Khmer and English.
