Position Overview

The MEL (Monitoring, Evaluation, and Learning) Officer (title commensurate with experience) is responsible for implementation and ongoing management of The Scientia Program MEL framework to measure program effectiveness, evaluate outcomes, and foster partnership network learning. This role works across projects to establish data collection processes, oversee collection of primary data, analyze results, and translate findings into actionable insights that drive strategic decision-making and continuous improvement. The role will may assist Scientia Program operations and administrative function, to ensure the smooth function of core team and aligned partners.

Key Responsibilities & Tasks

Under the leadership of The Scientia Program Team:

  • Implement Global Counter-Trafficking Group’s MEL framework for The Scientia Program in Thailand, with support as required from GCG or contractors.
  • Establish and implement data collection processes to capture program data into Scientia Underlying data sheet and Scientia Results Framework, consulting with key stakeholders
  • Oversee collection of primary research data to track Network Health and Training impact from The Scientia Program partners via pre-existing surveys (Thai/English) – both quantitative and qualitative.
  • Share data on a semi-regular basis to provide insights and recommendations to program management team, and GCG as required.
  • Manage any relationships with external evaluators and research partners

Qualifications

  • 5 years of experience in primary research, preferably with exposure to monitoring, evaluation, and learning research
  • Experience managing primary research across both quantitative and qualitative methodologies
  • Excellent attention to detail
  • Excellent record keeping
  • Excellent project management and organizational skills
  • Ability to translate data into accessible insights for various audiences
  • Experience with donor requirements preferred (USAID, DFID, EU, foundations, etc.)
  • Thai fluency preferred
