TTA is seeking a Construction Supervisor specialized on solar PV distributed plants and/or mini-grid projects to join the Asia-Pacific unit at TTA, to be based in the Federated States of Micronesia (FSM). Under the supervision of the Regional Team Leader for Asia and Pacific, the Construction Supervisor will supervise the works of ongoing TTA projects in FSM. These include a MW-scale grid-connected solar PV plant and small solar PV mini-grids in remote islands.

Responsibilities

The Construction Supervisor will be based in FSM and will be the focal person for all the activities from TTA in the country, thus becoming TTA’s Resident Coordinator in FSM. In addition to Construction Supervision, the selected candidate will cover a broader role including also support in the early stages of project preparation (field surveys, site assessments, feasibility studies, etc). The Coordinator will work in close collaboration with the local power utility to satisfy their daily needs in relation to the projects assigned.

The Construction Supervisor and FSM Resident Coordinator will work in the following areas, with particular emphasis on construction supervision tasks:

  • Field Visits: Coordinate the field surveys to assess demand profile studies based on data gathered and field measurements, and assess potential project sites for solar PV.
  • Feasibility Studies: Support the preparation of technical and economic feasibility studies for Solar PV plants and mini-grid projects.
  • Conceptualize technical solutions: Support the definition of technical solutions from the project and the client’s needs and liaise with the engineering department to define the concept designs.
  • Procurement documents: Support the preparation of Technical Specifications for bidding documents, support the elaboration of administrative procurement documentation, and participation in tender evaluations.
  • Supervision and Construction management: Planning of plant construction and supervision of works and interconnection, including eventual fieldwork with the supervision of subcontractors for electrical, civil, and mechanical work. Tight control of quality and timeline of small and medium-sized projects up to a few MWp.
  • Project proposal preparation: Support the Business Development department in preparing proposals for the Pacific and particularly for FSM, if any.
Profile

Qualifications

The ideal candidate for this position will have the following competencies:

  • Educational Background. A Master’s degree in electric, civil, or mechanical engineering, or similar is required.
  • Previous Work Experience. Minimum of 5 years of experience in construction supervision is required. Minimum of 3 years of experience in solar PV and other sustainable energy sources is required.
  • Languages. English proficiency is essential.
  • Computer Skills. Excellent command of Microsoft Word, Excel are AutoCAD required.

It would be desirable for the candidate to have the following aptitudes:

  • Specific education in renewable energies, sustainable energy, and/or energy access will be an advantage.
  • Previous Work Experience in the MW range clean-energy generation and low and medium voltage distribution lines is desirable.
  • International Experience. Experience in developing countries is not required but desirable.
  • Computer Skills. Experience with simulation software such as HOMER Pro®, PVsyst, Helioscope, or other similar is an advantage.
  • Interests. Passionate about sustainable energy; Motivation to live abroad; Interest in development cooperation.
  • Other Skills:
  • Ability to work with minimum supervision.
  • Ability to manage multiple projects simultaneously.
  • Analytical skills, efficient designing and implementing of processes.
  • Methodical and well organized.
  • Ability and proven experience to think creatively, learn quickly, and develop innovative solutions involving electrical and mechanical challenges.
  • Cross-cultural communication and interpersonal skills.
