The role

The Assistant Director of Community Development is responsible for strategically overseeing and ensuring that programs are integrated, community-driven, and aligned with funding KPIs and organizational goals.

This role is ideal for someone passionate about empowering communities, fostering inclusivity, and advancing systemic solutions for successful aging through an asset-based, strengths-focused lens.

Responsibilities

Strategic Leadership & Program Integration

  • Support the Deputy Director of ComSA (Community for Successful Ageing) @ Whampoa in aligning department plans, programs, and budgets with integrated health and social care goals.
  • Supervise the Active Aging Centre Manager and Café Kawan Manager, ensuring programs are asset-based, community-driven (ABCD), and aligned with funding KPIs and organizational strategy.

Program Development & Community Co-Design

  • Work with managers to develop ABCD-focused programs that integrate funding models, social and healthcare strategies, and enhance seniors’ well-being and engagement.
  • Partner with Whampoa residents and stakeholders to co-create and implement responsive community programs.

Stakeholder & Community Partnerships

  • Cultivate strong relationships with government agencies, social service organizations, businesses, and community leaders to strengthen collaborative efforts.
  • Act as a liaison between the community and external partners, ensuring effective communication and advocacy for community needs.

Resource & Budget Oversight

  • Manage departmental budgets, resource allocation, and financial sustainability.
  • Oversee grants, fundraising, and funding sources to support community initiatives.

Community Research & Data-Driven Practice

  • Work with the research department to identify community needs, assess program feasibility, and ensure operational viability.
  • Align research and data collection with funding KPIs to inform evidence-based decisions.
  • Track and evaluate program impact, providing regular updates to stakeholders.

Community Engagement & Inclusion

  • Facilitate community events, workshops, and meetings to encourage participation and collaboration.
  • Maintain an active online presence to engage residents and promote initiatives.
  • Advocate for inclusive, diverse, and community-led policies and programs.
Profile

Requirements

  • Bachelor in relevant disciplines including social work, community development, and social sciences.
  • 5-8 years of relevant/leadership experience in leading a team in building community work.
  • Ability to design and execute programs using Asset-Based Community Development (ABCD) principles, fostering sustainable and community-led initiatives.
  • Strong collaboration skills with government agencies, social service organizations, businesses, and grassroots leaders to drive community impact.
  • Expertise in financial planning, grant management, and optimizing resource allocation for sustainable program execution.
  • Skilled in mobilizing residents, volunteers, and local leaders to co-create solutions that enhance social connectedness and well-being.
  • Proficiency in monitoring, evaluation, and impact assessment using KPIs, community research insights, and evidence-based frameworks.
  • Strong analytical skills to interpret community needs assessments, funding requirements, and demographic trends.

This position will be based at Whampoa, Singapore.

We offer a competitive base salary range of SGD $7700 to $9000 per month, commensurate with experience and qualifications.
