Description of the mission

Position Overview

Tzu-Chi Foundation Singapore is seeking a proactive and skilled HR Executive (Medical) to join our team. The ideal candidate will be a hands-on professional tasked to provide the full suite of HR services spanning the full employee lifecycle from recruitment, HR operations and for driving our learning and development initiatives. This role is pivotal in ensuring we attract, hire, and grow the best talent to achieve our business objectives.

Recruitment & Talent Acquisition

  • End-to-End Recruitment: Manage the full recruitment lifecycle for clinical and non-clinical roles, including understanding manpower projections, drafting job descriptions, and onboarding.
  • Sourcing & Screening: Actively source candidates through various channels, including job boards, social media, professional networks, and employee referrals. Screen resumes and conduct initial interviews to assess candidate suitability.
  • Interview Coordination: Schedule and coordinate interviews with hiring managers and other stakeholders.
  • Offer Management: Extend job offers, negotiate terms, and prepare all necessary employment documentation and application of work passes.

Learning & Development (L&D)

  • Training Needs Analysis: Collaborate with department heads and managers to identify skill gaps and training needs across the organization.
  • Program Design: Propose, develop, and implement effective training programs and workshops to address identified gaps.
  • Training Coordination: Coordinate with external training providers and internal subject matter experts to deliver training sessions.
  • Career Development: Support employee career growth by providing guidance on available training and development opportunities.

Grant Management

  • Oversee end-to-end management of government grant applications for the medical department, from applications to claims and reporting.
  • Ensure compliance with grant guidelines, funding conditions and regulatory requirements.
  • Liaise with relevant government bodies and internal departments on grant matters.
  • Maintain accurate documentation and records to support audits and internal reviews.

HR Operations

  • Onboarding: Facilitate and conduct orientation/induction program for new employees.
  • Offboarding: Manage employees offboarding process, exit interviews, issuance of resignation acceptance letter and work pass cancellation.
  • Uniform Management: Serve as the point of contact for uniform-related queries from employees (issuance, return, exchanges).
  • Leave Management: Assign leave types for new hires and existing staff where applicable; Monitor and verify leave applications for completeness and policy compliance; Flag discrepancies or exceptions to payroll, for example no-pay leave; Confirm leave balances for resigning staff.
  • HR Administration: Manage end-to-end HR administrative tasks, such as maintaining accurate employee records, rewards and recognition.
  • Support employees on HR inquiries and provide guidance on company policies and procedures.
  • Undertake any other duties and projects as directed by HOD and management.

Profile

Qualifications & Skills

  • Diploma or Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Proven experience in medical field.
  • Strong understanding of recruitment processes and best practices.
  • Excellent interpersonal and communication skills.
  • Able to speak and write in Mandarin to effectively liaise with non-English speaking stakeholders.
  • Ability to work independently and manage multiple priorities effectively.
  • Proficiency in HR software and applicant tracking systems (ATS) is a plus.
  • Payroll knowledge and experience is an advantage.
